3. The brief facts of the case that the petitioner was appointed as SGT in ttre year 2024 is presently working as School Assistalt (Hindi) Teac t at Mulugu District. Following the reorganization of the St te under the Andhra Pradesh Reorganisation Act, 2014, cadre llocations were made uide G.O.Ms.No.317, cAD, dated, 06.12.2 21, placing the petitioner in Mulugu District. The Government, response to representattons employees, issued G.O.Ms.No.21, GAD (SPF-I), dated 02.O2.2022, laying own guidelines for inter- Iocal cadre mutual transfers. Lat r, the Government issued 2 G.O.Ms.No.245, GAD, dated 29.11.2024, inviting online applications for mutual transfers between 01.12.2024 and

31.12.2024 as per guideline No.15. The petitioner submitted her online application on 31.12.2024, seeking mutual transfer to Mahabubabad District with another teacher in the same category However, while other similarly placed candidates were granted mutual transfers under G.O.Rt.No.70, dated 21.03.2025, and consequent proceedings issued Rc.No.289 / Generd I 2024, dated 28.03.202 5, the petitioner's name was excluded without zrny reason or communic:rtion. Aggrieved by the same, the petitioner frled the present Writ Petition

Learned counsel for the petitioner submits that the petitioner applied for mutual transfer oo 31.12.2024, q'ithin the time prescribed under the relevant Government Orders, and meets all the conditions for transfer, including acceptance of the last rank in the new cadre. Several similarly placed candidates were granted mutual transfers, but the petitioner was wrongly' exclucled without any explanation.
