02.O2.2O22, as illegal and arbitrary.
2. Heard Sri M. Ram Gopal R o learned counsel for the petitioner, and learned Government eader for School Education, appearing for the respondents. Perus the material on record.
3. The brief facts of the case that the petitioner was appointed as SA (Hindi) in the year 2 12 and is presently working as School Assistant (Hindi) Te her at Mulugu District. Following the reorganization of the S te under the Andhra Pradesh Reorganisation Act, 2014, cadre ocations were made uide G.O.Ms.No.317, GAD, dated 06.12.2 2 1 , placing the petitioner in Mulugu District. The Government, response to representatlons employees, issued G.O.Ms.No.21, GAD (SPF-I), dated 02.O2.2022, laying own guidelines for inter- local cadre mutual transfers. Lat r the Government issued 2 G.O.Ms.No.245, cAD, dated 29.11.2024, inviting online applications for mutual transfers between O1.12.2024 and 31 .12.2024 as per guideline No. 1S. The petitioner submitted his online application on 29.12.2024, seeking mutual transfer to Hanumakonda District u,ith another teacher in the same category. However, while other similarly placed caldidatcs were granted mutual transfers under G.O.Rt.No.7O, dated 2I .O3.2O25, and consequent proceedings were issued Rc. No.2B9/ Generil / 2024, dated 28.03. 2O25, tin<: pet itioner,s name was excluded without any reason or communication. Aggrieved by the same, the petitioner hled the present Writ petition.

Learned counsel for the petitioner submits thzrl the petitioner applied for mutua_l transfer on 29.12.2024, rvithin the time prescribed under the relevant Government Orders, and meets all the conditions for transfer, including acceptance o[ the last rank in the new cadre. Several similarly placed candidates were granted mutual transfers, but the petitioner was wrongly excluded without any explanation.

Learned Government Pleader for School Educ:ition, appearing for the respondents, submits that the petitioner,s online application is pending with the Government, and that the Government, being the competent authority, will take a decision and pass orders in / 3 accordance with the rules ald eiigib crrteria prescribed under G.O.Ms.No.24S, cAD dated 29. 1 I.2024
