LAKSHMAN WRIT PEf,ITION No.21858 of 2025 ORDER: Heard learned counsel for the petitioner, Sri L.Ravinder, lea-rned Assistant Government Pleader for Revenue.

According to the petitioners, their grand-father namely 'Karrenna' was the absolute owner and possessor of the land admeasuring Ac.2.2O guntas in Sy.No.544/A, situated at Veltoor village, Peddamandadi Mandal, Wanaparthy District. In proof of the same, he has hled copies of pahanies lor some years. 7th respondent's father name is also 'Karrenna'. Taking advantage of the sarne, the respondents 5 to 7 obtained mutation proceedings. Basing on the sarne, they are trying to sell the said property to third parties' Therefore, they have submitted a written representation dated 28.04.2025 to the 2"d respondent with a request to delete the names of the respondents KL,J v/.P.No.2l85B of 2O2S 7 5 to 7 and mutate the names of the 1te:titioners and issue E-pattadar pass book. Despite receiving and acknowledging the said representation, the 2nd respondent did not act upon the same. Ag3rieved by the said inaction of the 2"d respond.ent, the petitioners filed the present Writ petition.

Whereas the learned Assistant Government Pleader lor Revenue produced vrritten instructions of the Tahsildar, Peddamandadi Marrdat. vyherein it is stated tl-rat the narrres of the respondents 5 to 7 is mentionr:d in revenue records, in respect ,:f land 1-o an extent ol O.34 gts in Sy.No.544/A, A:,0.33 gts in Sy.No.544l l, Ac.O.33 gts in Sy.No.ti,t4lA3 total admeasuring Acs.2.2O gts of Veltocr village of Peddamandadi Mandal. Old pattadar par;s; books were also issued in their name. The name of the grandfather of the petitioners was not shown in Colurnn Nos.7 and 8 of Old IiOR pahanies. The aforesaid lanrl was already KL,J W.P.No.21858 of2O25 3 transferred in the narnes of respondents 5 to 7' The said land has been converted into non-agriculture purpose from agriculture. If the petitioners aggrieved by the said entries, they have to prefer an appeal before the Revenue Divisional Officer' Wanaparthy under Bhubharathi Act, 2025 seeking redressal. Therefore, the petitioners cannot hle the a-re present Writ Petition. The said written instructions are placed on record.

As discussed supra, except stating that their grandfather was the absolute owner and possessor of the subject land, the petitioners have not filed any document, except frfing paharries for some years' Even the said pahanies also, the nzune of Naganna(Karrenna) is mentioned. With the said stray entries in pahanies for some years, petitioners cannot claim right over the said property' They have to establish their right over the subject property, and then they have to approach the revenue authorities ') \ ) KL,J Vl..r.No.2 1858 r>f 2025 4 seeking mutation of their narnes and obtain pattadar pass books. Without doing so, they cannot lile the present Writ Petition complaining non corrsiideration of written representation dated 2g.O4.2025.
5. In the light of the aforesaid discussion, petitioners ar-e not entitled foi: arr5z relief, rrnrch iess the relief sought for in the present writ petitic,.. This writ Petition is liable to be dismissed., ancl ;rccordingly dismissed. However, liberty is grant:rl to ttre petitioners to avail alternate remedy, in trccordance with law.
