Having regard to thc rival contentions and rnaterial on record, this Court finds that under G.O.Ms.No.27 dated 29.10.2024 and G.O.Ms.No. 17 dared 04.10.2025, a miller, who is a defaulter for the earlier seasons, is not entitlerl tbr allotment of paddy lor the upcoming season.
