29.11.2024 read with G.O.Ms.No.21, CAD (SPF-l), dated O2.O2.2O22, as illegal and arbitrary.
2. Heard Sri M. Ram Gopal Rao, learned counsel for the petitioner, and learned Government Pleader for Services-I, appearing for the respondents. Perused the material on record

The brief facts of the case are that the petitioner was appointed as SGT in the year 20O8 and is presently working as Secondary Grade Teacher at Medak District' Following the reorganization of the State under the Andhra Pradesh Reorganisation Act, 2014, cadre allocations u'ere made uide G.O.Ms.No.317, GAD, dated O6. 12.2021, placing the petitioner in employees, Medak District. The Government, in response to representations issued G.O.Ms'No'21, GAD (SPF-l), d.ated 02.O2.2022, laying dou'n guidelines for inter- local cadre mutual transfers. Later, the Government issued *2 l G.O.Ms.No.245, GAD, dated 29.11.2024, inviting online appiications for mutual transfers between 01.I2.2024 and
31.12.2024 as per guideline No.15. The petitior-rer sr-rbmitted her online application on 28.12.2024, seeking mutual transfer to Medchal-Malkajgiri District with alother teacher in the same category. However, while other similarly placed candidates were granted mutual transfers under G.O.Rt.No.70, dated 21.O3.2025, consequent proceedings were issued Rc. No.2B9/General12024, dated 28.O3.2025, the petitioner's name was excluded witlout any reason or communication. Aggrieved by the same, the petitioner filed the present Writ Petitior-r

Learned counsel for the petitioner submits that the petitioner applied for mutual transfer on 28.12.2024, rr,,itl-rin the time prescribed under the relevant Government Orders, ancl meets all the conditions for transfer, including acceptance of the last rank in the new cadre. Several similarly placed candidates u.ere granted mutual transfers, but the petitioner was wrongll, excluded without any explanation.

Learned Government Pleader for Services-I, appearing for the respondents, submits that the petitioner's online :rpplication is pending with the Government, and that the Government, being the competent authority, u.iil take a decision and pass orders in accordance with the rules and eligibility criteria prescribed under G.O.Ms.No.245, GAD dated 29. I 1.2024.

Taking into consideration the submissions made by the learned counsel for the respective parties and on perusal of the records, this Writ Petition is disposed of, directing the respondent authorities to consider the case of the petitioner for mutual inter- local cadre transfer from Medak District to Medchal-Malkajgiri District, in accordance with G.O.Ms.No.245, GAD, dated 29.11.2024, read with G.O.Ms.No.21, GAD (SPF-I), dated O2.O2.2O22, and pass appropriate orders in accordance with law, preferably within a period of six (6) weeks from the date of receipt of a copy of this order.
