LAKSHMAN WRIT PETITION No.21079 of 2025 ORAL ORDER: Heard learned counsel for the petitioner, Mr.L.Ravinder, Ieamed Assistant Government Pleader for Revenue appearing for respondent Nos.l to 4 and learned Assistant Govemment Pleader fbr Home appearing for respondent Nos.5 to 9.

Petitioners are claiming that their father, namely, Late Sri Kamishelti Jangaiah was the absolute owner and possessor of the land admeasuring Ac. 1.20 guntas in Sy.Nos.279 and 27911, situatcd at Ragannaguda (Manneguda), Turkayamjal Revenue, Abdullahpurrnet Mandal, Rangareddy District. He died in thc year 20 12. l'hereafier, petitioners succeeded the subject propcrty. Thcy havc submitted written representation dated 26.0(r.1025 to respondent No.2 with a request to mutate their names and also with a request to issue pattadar passbook- cum-title decd in respect ol the subject property. Despite receiving and acknowledging the said written [epresentation, respondent No.l did not act upon the same. On the other hand, r 2 respondent Nos.lO to 16 are trying to interfere with the possession of the petitioners over the subject property. Therefore, they have submitted a.representation to Adibatla Police Station. Despite receiving the said representation' Police did not act upon the same. Aggrieved by the said inaction of respondent Nos.l to 9, petitioners frled the present writ petrtron.

During the pendency of the said application, the State has promulgated the Telangana Bhu Bharati (Record of Rights in Land) Act, 2025 (for short 'Act, 2025'), which came into effect from 14.04.2025. The Telangana Bhu Bharati (Record ol Rights in Land) Rules, 2025 (for short 'Rules, 2025') wero also fiamed vide G.O.Ms.No.39, Revenue (Land Administration I) Department, dated 14.04.2025. As per the Rules, 2025, petitioners have to submit online application in terrns o[ Rule 7 of the Rules, 2025 to the Competent Authority AS specitied in Schedule A of the Rules, 2025 seeking succession and mutation of their names in revenue record and lt is tbr the Cornpetent Authority to consider *re same. 3

4. In the light of the said discussion, notice to respondent \ Nos.10 to 16 is dispensed with. This Writ Petition is disposed of granting liberty to the petitioners to submit online application to respondent No.4 in terms of Rule 7 of the Rules, 2025, duly enclosing all the relevant documents, with a request to issue succession certificate and mutation proceedings in respect of the subject property. On receipt of the same, respondent No.4 shall consider the same and pass appropriate orders in accordance with law by putting the petitioners and respondent Nos.10 to t6 on notice and affording them an opportunity of hearing. [f respondent No.4 is not inclined to accept the request made by the petitioners, he shall assign specific reasons, pass a reasoned order and communicate the copy of the same to the petitioners. I{e shall complete the entire exercise within thirty (30) rvorking days from the date of receipt of the said online application. With regard to interference of responclent Nos. t0 to l6 over the possession of the petitioners iu respect of the subject propefty, liberty is granted to the petitioners to take steps in accordance with law.
