02.02.2022, as illegal and arbitrary.
2. Heard Sri M. Ram Gopal Rao, learned counsel for the petitioner, and learned Government Pleader for Services-I, appearing for the respondents. Perused the material on record'

The brief facts of the case are that the petitioner is presently working as a School Assistant Teacher at Sangareddy District' She was initially appointed as a Secondary Grade Teacher (SGT) in the year 2019. Her probation was declared and she has completed longer service, thereby accruing rights as per the State and Subordinate Service Rules. Following the reorganization of the state under the Andhra Pradesh Reorganisation Act,2Ol4, cadre allocations were made vide G.O.Ms.No.317, GAD, dated 06.12.2021. The Government, in response to representations from employees, issued G.O.Ms.No.21, GAD (SPF-I), dated 02'02'2022, \-\\ --- - .1 2 laying down guidelines for mutual inter-local cadre transfers. Later, the Government issued G.O.Ms.No.245, GAD, dated 29.11.2024, inviting online applications lor mutual transfers between 07.72.2024 and 37.72.2024 as per guideline No.15. The petitioner submitted her online application on 30.t2.2024, seeking mutual transfer to Mahabubnagar Distrlct with Raghuram Reddy Nagam, a teacher in the same category. However, while other similarly placed candidates were granted mutual transfers under G.O.Rt.No.70, School Education Department, dated
21.03.2025, and consequent proceedings were issued vide Rc.No.2B9lGeneral/2024, dated 28.03.2025, the petitioner's name was excluded without any reason or communication. Aggrieved by the same, the petitioner filed the present Writ Petition.

Learned counsel for the petitioner submits that the petitioner applied for mutual transfer on 30.12.2024, within the time prescribed under the relevant Government Orders, and meets all the conditions for transfer, including acceptance of the last rank in the new cadre. Several similarly placed candidates were granted mutual transfers, but the petitioner was wrongly excluded without any expla nation.

Learned Government Pleader for Services-I, appearing for the respondents, submits that the petitioner's online application is 3 pending with the Government, and that the Government being the competent authority, will take a decision and pass orders in accordance with the rules and eligibility criteria prescribed under G.O. Ms. No.245, GAD dated 29. 11.2024.

Taking into consideration the submissions made by the learned counsel for the respective parties and on perusal of the records, this Writ Petition is disposed of, directing the respondent authorities to consider the case of the petitioner for mutual inter- local cadre transfer from Jogulamba Gadwal District to Mahabubnagar District, in accordance with G.O.Ms.No.245, GAD, dated 29.11.2O24, read with G.O.Ms'No.21, GAD (SPF-I), dated 02.02.2022, and pass approprlate orders in accordance with law, preferably within a period of six (6) weeks from the date of receipt of a copy of this order.
