Counsel for the Petitioner : M/s MANJARI S.GANU Counsel for the Respondents : AGP FOR REVENUE The Court made the following ORDER 5 I I t i THE HONOURABLE SRI JUSTICE N.V.SHRAVAN KUMAR lIIRIT PETITION No.19837 of 2o25 ORDER: Aggrieved by the inactior-r of the Respondents in conducting the Survey of the petitioner's land pursuant to her F-Line Application bearing No.DER0225O l2OO47 7, dated O7 O2-2O25 wiLh regard to her land admeasuring Ac.18-O2 guntas in Survey Nos.201lAA/ 1, 266lAA/3, 267 lAA2ll siluated at Kollur Ramachandrapuram Mandal Sanga Reddy District, the present Writ Petition is filed. Consequential prayer is made to direct the respondents to forthwith condtict Survey of the aforesaid land belonging to her.

2. The petitioner states that she is the absolute owner and possessor of the aforesaid land, which was purchased from Y.Venkata Krishna Reddy and others. After purchasing the said property, she intended to develop the said property and to have a proper idea of the exact boundaries of the land purchased by her and to that effect, she hled an F-line application, for which Survey Notice dated 15.O1.2025 bearing hle No.A3/2182/2024 was issued to the petitioner informing that survey would be conducted for Survey Nos.201, 206 and 267. However, no survey was conducted. Subsequently,-"f,. *." given another notice on O8.O2.2O25 2 informing thaL the survey would be conducted on 17.02.2025 at 11:O0 AM for the said survey numbers. However, no survey has been conducted. Subsequently, she Iiled another F-line uid,e application No.DERO22.50 12OO47t, dated OT-O2 2025. The grievance of the petitioner is that even after recciving the said application, the respondent authorities are not conducting survey.

3. Considered the submissions of the learned counscl for the petitioncr and learned Assistant Government pleaclcr for Revenue appearing for the respondents and with their consent this writ petition is disposed of at the admission stagc.

4. Learned counsel for the petitioner has submitted that in terms of the circular issued by the Commissioner, Survey, Settlements and Land Records, the respondents are bound to consider the application within 45 days from the clate of the application after collecting necessary charges.

Sri L.Ravinder, Learned Assistatt Government pleader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid application submitted by the petitioner by following due procedure laid down under 1aw and conduct survey and demarcate the subject land by lrxing bounda ries. i I I 3

It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasii), the Telangana Survey and Boundaries Act, 1923, and the Rules framed thereunder. The Govcrnment has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (held measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulhlled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, i923, issued relevant circulars from time vide Rc.No.N1/6543/99, dated 25.07.2OO1, Rc.No.Nl/ 1408/07, datecl

13.O7.2OO7, and Rc.No.N2/ l74ll2OlO, dated 18.O5.2010 stipulating the conditions for conducting survey of private Iands and as per the said circulars, if the petitioner fulfils all the condi[ions of the said circular, it is an obligation for the respondents to conduct survey within the time specihed in the said circulars.

In view of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing the official I I 4 respondents to examine the petitioner's application uide application No.DER0225O l2OO47 1, dated 07 -O2-2O25, in accordance u,ith the provisions of the Telangzrna Suruey and Boundaries AcL, 7923 and also in terms of the circular instructions issucd by thc Commissioner, Survey, Settlemcr-rts and Land Records for conducting survey on lleld measuretnent applications (F Linc applications), from time to time, within a pcriod of eight (8) weeks [rom tl-rc date of receipt of a copy of this ordcr, if not already conducted.
