It is stated that petitioner No.1 is a neighbour of respondent No.9; petitioners No.2 and 3 are the sisters-in-law o1' petitioner No.1. 2 The petitioners are related to respondent No.9; they possess personal knowledge that Respondent No. t has not been attending classes regularly at Adarsha Law College, Hanamkonda (Respondent No. 8), despite being enrolled in the L.L.B. (3 Years Degree) course. The grievance of the petitioners IS that respondent No. t has been repeatedly misusing her purported status as a law student to harass, intimidate, and threaten the petitioners both within the family and in the neighbourhood. Whenever petitioner No. I raised objections to her conduct or attempted to file police complaints regarding her misbehaviour, respondent No.9 would falsely claim to be attending the college at Warangal and deny her presence at the scene ol offence That by misrepresenting her whereabouts and invoking her status as a law student, respondent No.9 has been able to influence the local police and evade legal accountability. It is submitted that petitioners No.2 and 3 have been subjected to threats by respondent No.9. Respondent No.9 had been waming the petitioners that she would dispossess them from their lands once she becomes an advocate.

It is submitted that as per Rule 12 of the Bar Council of India Rules of Legal Education 2008, a law student must main[ain a minimum .? .'-j-Eit!+y ...,. , ' 3 of 7 \yo of attendance in each subject and at least 75% of overall attendance to be eligible to appear for semester-end examinations. Clause 5.8 olthe lJniversity Grants Commission (Minimunr Standards of Instruction for the Grant of First Degree through Formal Education) Regulations, 2003, similarly mandates that a student mrrst have nrtt less than 75o/o of attendance in lectures and practicals to qualill lor appearing in linal examinations. Further, Clauses II(ii), (iv), and (r'i) ol the Kakatiy a University L.L.B. Regulations reinforce tht: requirement of 75oZ ol artendance
4. It is submitted that in the instant case, respondent No.9 did not fultll the minimurn attendance requirements and she r,' as disqualified under the abovc statutory framework from appearing in the V[ Semester L.L.B. examinations. In that connection, detailed complaint- dated
13.08.2024 was lodged by petitioner No.l to the Vice-Chancellor of Kakatiya University, highlighting that respondent No. 9 r,r'as being falsely marked as present despite not attending classes. It is further subrnitted that similar representation dated 03.10.2024 was subrnitted by respondents No.2 and 3 to the Hon'ble Chief Justice of the High Clourt lor the State of 1'elangana, reiterating the issue of non-attendance of 4 a' respondent No.9 and requesting intervention. Acting upon the same, the Hon'ble Chief Justice forwarded the matter to the Telangana State Legal Services Authority (respondent No.5), which in tum referred the issue to the Registrar of Kakatiya University (respondent No.2). In response, respondent No.2 issued direction bearing Letter No. 125/LCIKU/2024 dated 16. 10.2024 to respondent No.8 with a request to lurnish the admission and attendance particulars of respondent No. 9 within a period of one (1) week. However, respondent No.8 failed to comply with the said directive. As a result, respondent No.9 continued to write the examinations in blatant violation of the statutory rules and regulations, which is not only impermissible in law but also prejudicial to the students who attend classes regularly.

It is stated that the petitioners filed this writ petition as fresh cause of action has arisen with the issuance of Notification No.289lE9lKU/ 2025 dared 26.06.2025 by respondent Nos.2 and 3 scheduling the VI Semester L.L.B. examinations from 11.07.2025 to 16.07.2025. Without verifring whether respondent No.9 meets the minimum mandatory attendance criteria, she was pennitted to appear for the VI Semester . I I I I I I i I i I I I ! 6. Counter affidavit has been filed by respondents No.2 to 4 wherein it was, inter dlia, stated that examinations of V Semester L. L.R. (3 YDC) course commenced on 21.02.2025 and completed on 06.03.2025. The practical examinations for final year have been completed in the rnonth of June 2025 and the theory examinations commenced on I1.07.2025 and completed on I 6.07 .2025 . l'hus, the writ petition has becotne infiuctuous. Thc IIniversity issues hall tickets to the students based on the list sent by the Principals of the concemed college duly signed by them. 8. This Court perused the documents hted along with the counter affidavit filed by respondents No.2 to 4. Copy of the attendance sheets for the year 2024-25 during VI semester are enclosed which according to respondent No.S College confirms that respondent No.9 has put up more than 75%o of attendance. The same was reiterated by respondent No.3 vide letter dated 1 1.07.2025 addressed to respondent No.2.

In view of the stand taken by the leamed Standing Counsel for respondents No.2 to 4, that respondent No.9 has put up more than 7 5o/o of attendance, which is supported by the attendance sheets enclosed with the letter dated 11.07.2025, there are no merits in this writ petition. Accordingly, this writ petition is dismissed. There shall be no order as to costs. As a sequel thereto, miscellaneous applications, if any, pending in this writ petition stand closed. SD/-K.
