BHASKAR REDDY WRIT PETITION No.19512 of 2o25 ORDER: This writ petition is filed seeking to declare the action of the respondents more particularly respondent No.3 in rejecting the application No.230OO452O5 dated 28.02.2023 made by the petitioner seeking extent correction and updation of revenue records by way of adding the missing extent of petitioner's land admeasuring Ac.OO.24 guntas in Sy.No.2 situated at Kandanelli Village, Peddemul Mandal, Vikarabad District in the new electronic pattadar passbooks issued to the petitioner vide Passbook No.TO7|4O24O927 and intimating the, same to the petitioner through SMS on his mobile that too without issuing any notice, affording any opportunity of hearing, assigging any reasons as illegal, arbitrary and in violation of principles of natural justice besides being in violation of the Rights in Land and Pattadar Passbooks Act,2O2O and consequently prayed for other appropriate reliefs.

It is stated that the petitioner is the absolute owner and possessor of the land to an extent of Ac.00.32 guntas in Sy.No.2 out of Ac.O1.O1 guntas situated at Kandanelli Village, Peddemul Mandal, Vikarabad District having purchased the same through \:! 2 *o-,,,r:Y-?[ii registered sale deed bearing document No.1995 of 201t dated

[t is further stated that while the revenue authorities wsrer updating the revenue records pertaining to agricultural lanils in view ,r[ Land Record Updation program (LRUP), the petitione,r rvas issued new electronic pattaddar passbook vide No.T07140240927 dated

29.1O.2O21 in respect of only Ac.O0.08 guntas out of Ac.00.32 guntas for his agricultural land in Sy.No.2. Aggrieved by the same, the petitioner raised grievance in Dharani Web Portal vide application No.23OOO452O5, dated 28.1)2.2O23 trut the respondents being the competent authority clid not issue the updated electronic pattadar passbook by adding the above said missing extent. Considered the submissions of Sri Xat*a navinaer Reddy, learned counsel for the petitioner and Sri L.llavinder, learned Assistant Government Pleader for Revenue appearing for respondent Nos. 1 to 5 and with their consent this writ cetition is being disposed at the admission stage. 4 The grievance of the petitioner is that the respondents have sent SMS to the mobile phone of the pelitioner to t 3 CVB& J wp 19512 2025 communicate that his application was dismissed and more particularly without assigning any reasons for cancellation of the application submitted by the petitioner. This Court has carefully examined the impugned order rejecting the application submitted for issuance of e-pattadar pass book. Except saying that the application submitted by the petitioner is rejected as per CCLA Order, no valid reasons whatsoever has been assigned to enable the petitioner to take appropriate action. Since the impugned order is not in consonalce with the principles of natural justice, the same is liable to be set aside and accordingly, the.- same is set aside and the petitioner is permitted to lhrake fresh application in Dharani Portal for .:. ,,. correction of tJle entries made in respect of land ddmeasuring of Ac.00.32 guntas in Sy.No.2 out of Ac.O1.O1 guntas situated at Kandanelli Village, Peddemul Mandal, Vikarabad Dibtrict by duly enclosing all the documents and in the event of submitting such application, the respondents are directed to exarnine the said application along with the documents including the earlier pattadar passbooks issued in favour of tJre petitioner and if petitioner is otherwise eligible and entitled and fulhlled a1l the requirements mentioned in CCLA's circular No.1 of 2021, dated'
