It is stal.ed that originally land admeasuring Acs 3' 1 1 guntas was purchased by Smt Kasani Narayanamma, who was the mother-in-law of petitioner No.1 and grandmother of petitioner Nos 2 ancl 3' by way of a registere(lSaleDeeduirleDocumentNo.8ool1966dated2g.0l.1966and validation certillcate urlcler Section 5O of the Telangana Arca Tenancy and 2 w.e.No.tosozffiFz:s It issued to Smt. Kasani Agricultural Lands Amendment Act, 1964 was Narayanamm a uide F1le No.p/16g9/1969 dated 14.O2.1970 and after the death of Smt. Kasani Narayanamma, her three sons including the husband of petitioner No.l and father of petitioner Nos.2 and 3 i.e., sri Venkat Narayan Reddy, becamc the absolute owners and possessors ol. the said land. lurther stated that after the death of sri Venkat Narayan Reddy, the petitioners became the absorute owners and possessors of lands admeasuring Acs. l.O3 guntas, Acs. l.O4 guntas and Acs l'04 Suntas respecLivcly in survey No.21g, situated at Giri Kothapally Village, Madgul Mandal, Ranga Reddy District (for short, ,the subject lands) and their names were recorded in the pahani patrikas in patta column and possessor column and patta passbooks and title deeds were also issued to the petitioners by giving Sub-Surwey Nos.2I9(A), 21g(AA) and 219(E) respectively in favour of the petitioners under the provisions of the Tclangana Rights in Land and pattadar passbooks Act, 7g77 (for short, .thc ROR Act, 1971). It is further stated that after the ROR Act, 1971 was repealed and repraced with the new enactment of the Terangana Rights in Land and pattadar passbooks Act,2O2O (for short, .the ROR Act,2O2O,), thc petitioners made an apprication dated 72.o4.2021 to respondent Nos.2 and 3 for updating thcir names in the revenue records and Dharani portal and also to insert thcir na mes in the pahani patrikas in patta column and possessor corumn from the year 2077-7g onwards till date and arso to issue consequential e-pattadar passbooks and title deecls to the petitioners undcr J 3 CVBR, J W.P.No.19307 of 2025 the provisions of the ROIi Act, 2O2O, but till date the said application has not been considered by t1-re respondent authorities. It is furthcr stated that aggrieved by the same, the petitioners wcre constrained trt file a writ petition before this Co'.ll.l. uide W.P.No.12625 of 2O2l ar'd this Court uide order dated 04 .06 .'2021 disposed of the said rvrit petition directing the respondent authorities tc upload the names of the petitioners in Dharani Portal and to issue e-pattadar passbooks and title deeds in lavour of the petitioners. 17.06.2025 through I\{ct' Seva for uploading their names in the Bhu Bharathi Portal and also to insert their names in the pahanr patrikas in patta column and possessor column lrom the year 2Ol7 2018 onwards to till date and consequently issue digital e-pattadar passbooks and title deeds in favour of the petitioner; in respect of the subject lands. The grievance of the petitioners is that r:ven after receiving the said applications, the respondent authorities dirl not consider the case of the petitioners and in view of non-issuance of [he new e pattadar passbooks under the provisions 4 CVB W.P.No.19307 of 2O2s of the Act I ol 2025, lheY are not In a incentives sanctioned by the Government for cultivation of the agriculture land. Learned counscl for the petitioners contends that the applications submitted by the pe titioners u'ere not considered by the 3'd respondent-Tahsildar on the ground that a civil suit is pending against the petitioners, but the said suit has been rejected long back on an application being made by the peti"ioners and even after . the said fact has been the notice of the 3'd respondent-Tahsildar, the respondent are not cntertaining the appiications submitted by the brought to authorities petitioners.
