Petition under Article 226 of the constitution of India praying that in the circumstances stated in the Affidavit filed herein the High Court will be pleased to issue a Writ of Mandamus, or any other appropriate Writ, order or direction, declaring the provisional assessment notice vide Lr.No. ADE/O/KUP/D.No. 1341 dt. 12-4- 2001 issued by the respondents demanding Rs.18,60,000/- towards compounding fee in respect of service connection 186 of the petitioner concern as arbitrary, illegal exorbitant and in violation of Sec.49 (B) of Indian Electricity Act 1910 as well as violative of Articles 14 and 21 of the constitution of India and consequently stay all further proceedings pursuant to the said notice, including the arrest of the petitioner.
