06.05.2025 submitted by the petitioner seeking to conduct survey and demarcation of the land to an extent of Ac.O.O34O guntas in Sy.No. 19/ I /E/4, situated at Khanapur Village, Gandipet Mandal, Ranga Reddy Distric[, as illegal, arbitrary and violative of the Articles \4, 2l and 300-4 of the Constitution of India and for other appropriate reliefs.

It is stated that the petitioner is the pattadar and possessor of the agricultural land to an extent of Ac.0.034O guntas in Sy.No.19/l/tr/4, situated at Khanapur Village, Gandipet Mandal, Ranga Reddy District, along with other lands. It is further stated that the name of the petitioner was reflected in all the revenue records as pattadar and the revenue authorities also issued e pattadar pass book bearing No.TOSO7002OL4Z uide Khata No.631 under the provisrons of the Telangana Rights in l,and and pattadar Passbooks Act, 2O2O. It is further stated that when the neighbouring land owners started disturbing the boundaries of the subject land, the petitioner had submitted F-Line application, 2 't? .r*.! CVBR, J Wp I 901 1-2025 dated 06.O5i.2025 to respondent No.4, by paying requisite fee to conduct surwey of the subject land and fix the boundaries. The grievance ol the petitioner is that even after receiving the said F- Line application, the respondent authorities are not conducting survey and 1-lxation of the boundaries.
3. Consiriered the submissions of the learned counsel for the petitioncr atrd learned Assistant Government pleader for Revenue appearing f<>r lhe respondents and with their consent this writ petition is disposed of at the admission stage.
1. Learned counsel for the petitioner has submitted that in terms of the circular issued by the Commissioner, Survey, Settlements and Land Records, the responcients are bound to consider tht: application within zl5 days from the date of the application zLfter coilecting necessary charges.

Sri L.Ravinder, learned Assistant Government pleader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F-Line application submitted by the petitioner by following due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries. -) CVBR, J \Np 19011_2025 It is settled law that the Survey Department has the
6. authority to conduct survey and demarcate lands in accordalce with the provisions ofthe Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundaries AcL, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting sLrrveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specihc documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.Nl/6543/99, dated 25.07.2OOt, Rc.No.Nt/ 1408107, dated 13.07.2OO7, and Rc.No.N2/ 174 I l2OlO, dated 18.05.2010 stipulating the conditions for conducting survey of private 1ands and as per the said circulars, if the petitioner fulfils all the conditions of the said circular, it is an obligation for the respondents to conduct suwey within the time specified in the said circulars. 7 . In view of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondent 4 CVBR, J Wp_1901I 2025 No.4 to e::amine the petitioner,s F-Line application uid.e No.TDERO22 iOt17 t469, dated 06.05.2025, in accordance with the provisions of the Telangana Survey and Boundaries Act, 1923 and also in terms of the circular instructions issued by the Commissioner, Survey, Settlements and Land Recorcls for conducting :iurvey on field measurement applications (F_Line applications), from time to time, u,ithin a period of four (4) weeks from the date of receipt of a copy of this order, if not already conducted. 8 With the above observations, this Writ petition is disposed of There shall be no order as to costs 9 As a sr:quel, the miscellaneous petitions pending, if any, shall stand cl,tsed SD/- M.
