23.06.2025 to submitted respondent No.4 to condr'rct survey and demarcation of his land in Sy.No. 19/ 1/E/5 situated at Khanapur Village' Gandipet Mandal' Ranga Reddy District' The grievance of the petitioner is that he j., a- 2 CVBR, J wp_19115 2025 'a had an imminent threat from the neighbouring land owners, who are trying to damage his rights over the subject lands and despite submitting appiication through Mee Seva on 06.05.2025 vide No.DtrRo22so r 17 r4g4, the respondents havc not initiated any action against the said application till date. Hence, this writ pclition.

Considered the submissions of the learned counsel for the petitioner and learned Assistant Government pleader for Revenue appearing for the respondents and with their consent this writ petition is disposed of at the admission stage. 4 ' Learned counser for the petitioner has submitted that in terms of the circurar issued by the commissioner, Survey, Settlements and Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting necessary charges.

Learned Assistant Government pleader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F_Line application submitted by the petitioner by forlowing due procedure laid down under law and conduct survey and demarcate the subject land by hxing boundaries / I \ 3 CVBR, J wp-191 15-2025 It is settled law that the Survey Department has the 6. authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act' 1317 Fasli (Act No. VIII of 1317 I''asli)' the Telangana Survey- and Boundaries Act, 1923'and the Rules framed thereunder' The Government has issued various circurars specifying the conditions for conducting surveys, particularly F-Line (field measurement) surveys' Individuals requesting s.rch surveys are required to submit specihc documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary hxation may be conducted The Commissioner, Survey' Settlements and Land Records' exercising powers under the Telangana Survey and Boundaries Act' 1923' time vide issued relevant circulars from Rc.No.N1/6543/99' dated 25'O7 '2OOI' Rc'No N1/ l4O8I07 ' daLed 13.O7.2OO7, and Rc'No'N2/ 174ll2OlO' dated i8'05'201O stipulating the conditions for conducting surwey of private lands futhlls all the and as per the said circulars' if the petitroner conditions of the said circular' lt ls an obligation for the respondents to conduct survey within the time specihed in the said circulars.
