BHASKAR REDDY WRIT PETITION No.18840 'of 2025 ORDER: It is stated that the petitioners are owners and possessors of various extents of agricultural lands forming part of Survey Nos.841 and 842 and its sub-divisions, situated at Metpallv Village, Shankarpatnam Mandal, Karimnagar District, having purchased through different registered sale deeds. It is further stated that the names of the petitioners were incorporated in all the revenue records and the revenue authorities also issuecl e- pattadar passbooks in their favour under the provisions ol the Teiangana Rights in Land and Pattadar Passbooks Act, 2O2O. tt is further stated that, acting on the applications submitted by the petitioners, notices were issued to the petitioners uide File No.B/06I2025-1O, dated 06.O2.2025 for conducting survev and demarcation of the subject land. The grievance of the petitioners is that except issuing the said notices the respondent authorities did not conduct the survey and demarcate the subject land.

2. Considered the submissions of the learned counsel for the petitioner and learned Assistant Government Pleader for 2 CVBR, J Wp 18840 2025 .i Revenue appearing lor the respondents and wit-r lheir consent, this writ pe tition is being disposed of at-the admj r: ion stage

Learned counsel lor the petitioner has su :;: oitted that in terms of the circular issued by the Commisr; i,rner, Surwey, Settlements and Land Records, the respondent i are bound to consider the application within 45 days from thr: date of the application after collecting necessary charges 4 - Sri L. Ravinder, learned Assistant Governr-.<: r-rt Pleader for Revenue appearing for the respondents has nr't disputed the F- Line applicartions submitted by the petitioners anrl aiso the issuance of survey notices.

It is settled law that the Survey Depar'[rrent has the authority to conduct survey and clemarcate landr; n accordance with the provrsions of the Telangana Land Revr:r ue Act, 13 17 Fasti (Act No. VIII of 1377 Fasli), the Telanga:rir Survey and Boundaries Act, 1923, and the Rules framed tlrt reunder. The Government has issued various circulars _.1.recrfying the conditions fol conducting surveys, particular. y' F-Line (field measurement) survcys. Individuals requesting sr-Lr:h surveys are rcquired to submit specific documents, and if t. re conditions I I I l I I 3 CVI]R. J Wp 18840 2t125 stipulated in the circulars are fulfilled, the survey and boundar_\. Ilxation may be conducted. The Commissioner, Surve.v, Settlements and Land Records, exercising powers under the Telangana Sulev ancl Boundaries Act, 1923, issued relevant 1 2s.07poo 1, circulars from time to time vide nchu.rur7 :r;o8/o7, Rc.No.N1/6543/99, dated dated 13.O7.2OO7, and Rc.No.N2/ t74I /2O1O, dated 18.O5.2010 stipularing thc conditions for conducting survey of private lands and as per the said circulars, if the petitioner futfils all the conditions of r he said circular, it is an obligation for the respondents to conducL survey within the time specified in the said circulars.

In view of the above submissions, this Court deems lt appropriate to dispose of this writ petition directing responclcnt No.4 to examine the petitioners, applications and if the said applications comply with all the requirements of the Telangana Survey and Boundaries Act, 1923 and also the aforesaicl Circular instructions, issue notices to all the persons interested and adjacent pattadars and after considering their objections conduct survey and demarcation by fixing boundary stones to the subject land. The entire exercise shall be completed rvithin I I I I 4 \ \l -E CVBR, J \\rp 18840 2025 a period of four (4) wceks from the date of receil.) of a copy of this order.

7. With thc above observations, this Writ petitj: n is disposed of. There shall be no order as to costs.
