It is stated that the petitioner is the pattadar and possessor of the agricultural land to an extent of Acs.3'20 guntas in Sy.No. 1 O22/A/ 1, situated at Khilashpur Village, Raghunathapally Mandal, Jangoan District. It is further stated that the name of the pet$ioner was'reflected in all the revenue records as pattadar and the revenue authorities also issued e-pattadar pass book bearing No.T2311002 4530 uid.e Khata No.61657 under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 2O2O' It is further stated that, when some of the neighbouring land owners have started disturbing the boundaries of the subject land and ag- 30ch, the petitioner had submitted F-Line aPPlication, I \ I 2 \-! CVBR, J Wp-18255 2025 dated 05.05.2025 to respondent Nos.4 and S, by paying requisite fee to conduct survey of the subject land and hx the boundaries. The grievance of the petitioner is that even after recerpt of the said F-Line application, the respondent authorities did not conduct the survey and frxation of the boundaries. 3. Considered the submissions of the learned counsei for the petitioner and learned Assistant Government pleader for Revenue appearing for the respondents and with their consent this writ petition is disposed of at the admission stage. 4 consider the terms of the circuiar issued ard Land Records, Settlements Learned counsel for the petitioner has submitted that in by the Commissioner, Survey, the respondents are bound to 45 days from the date of. the application within application after collecting necessary charges. 5. Sri L.Ravinder, learned Assistant Government pleader for fevenue appearing for the respondents has submitted ttrat the respondent authorities will consider the aforesaid F_Line application submitted by the petitioner by following due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries. 3

CVBR, J wp 1825s 2025 It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordalce with the provisions of the Terangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasti), the Telangana Survey and Boundaries Act, 7923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (Iield measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circurars are fulfilled, the survey and boundar5r fixation may be conducted. The commissioner, survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to dme vide Rc. No.N 1 /6543/99, dated 2S.OT.2OOI, Rc.No.N 1 / 1 40 8 / 07, d.ated, I3.O7.2OO7, arrd Rc.No.N2ll74tl2OtO, dated i8.05.2010 stipulating the conditions for conducting survey of private lands tand as per the said circulars, if the petitioner fulhls all the cpnditions of the said circular, it ls an obligation for the respondents to conduct survey within the time specihed in the said circulars. 7 . In view of the aJoresaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondent t l 4 CVBR, J Wp_18255 2025 Nos.4 and 5 to consider examine the petitioner's F-Line application uide No.DER0225OI171254, dated 05.05.2025, in accordance with the provisions of the Telangana Survey and Boundaries Act, 1923 and also in terms of the circular instructions issued by the Commissioner, Survey, Settlements and Land Records for conducting survey on held measurement applications (F-Line applications), from time to ti;, within a period of four (4) weeks from the date of receipt of a copy of this order, if not already conducted.
