J KJ zlze . z-z f TTfE HON'BLE SRIJUSTICE GADI PRAVEEN KUMAR WRIT PETITION No.27072of 2013 ORDER: This Writ Petition is filed assailing the action of respondent No.3 in refusing to receive and register the sale deed presented by the petitioner in respect of property bearing plot No.197, Sy.No. 15718 in the layout of Gunrock Enclave Co_operative Housing Society situated at Thokatta village, Secunderabad Cantonment, as illegal, arbitrary and against the provisions of [aw.

Today, when the mafter is taken up for hearing, learned Govemment pleader places reliance of the recent G.O issued by the Covemment of Telangana vlde G.O.Ms.No.9g dated 23.0g.2025 to constifute a committee to consider the grievances of the persons affected by the notifications issued under Section 22(A) of the Registration Act. The said G.O refers to the judgment passed by this Court on t4.08.2025 in W.p.No.5382, 9163, gg4}, t0t4g, 10166 and 10168 of 2021, directing to consritute a Committee to consider the grievances of the persons affected by the notifications issued under Section 22-A(l)(l)(e) of the Registration Act, 1908. 2

Accordingly, a Committee was constituted ,; rnsisting of the Secretary to Government and Chief Commisl,r tner of Land Administration as Chairman and Retired Judicia Officer of the rank of a District Judge as one of the Me r rber and The Commissioner and Director of Survey, Settlert :nt and Land Records, Hyderabad, Telangana as another membt r and Convener to examine thc records and pass a reasoned order cl the grievances of the parties. The said Committee can examine i sues and pass appropriate orders either accepting or rejecting th: grievances by confirming/detetingimodiFying any such property f 'r m the notified tist oFthe properties. Such orders passed by the Colr mittee shall be binding on the State as well as by the aggrieved .; rrsons. In the event ol any grievance, such aggrieved parry can approach the competent Court for redressal of their respective gri: rances.

4. Another Memo was issued on 01.09.202: vide Memo No.469ltand Admin. I(I)12020-2 constituting the Co nmittee which empowered to examine relevant records ar r then pass a reasoned order either accepting or rejecting the grievance by confirming/deleting/ modifying any such property fic m the notified 3 list of properties which are essential at the time of examination of the grievances of the persons affected by such notifications. 5. The said memo also instructed the Chief Commissioner of Land Administration, Telangana, Hyderabad to obtain the details ofproperties notified under section 22-A(t)(a), (t)(b), (t)(a), (t)(c) & (l)(e) of the Registration Ac| 1908 for prohibition in the prescribed proformas (APPENDIX-K (Rules 23g to Z4l) FORMS I, ILIII, IV & V) from the respective District Collectors and also from Commissioner of Endowment/CEO, Wakf Board and consolidate the said information as well as fumish it in the prescribed pro formas for placing before the Committee for taking further action in the matter.

6. In view of the same, this Writ petition is disposed of granting liberty to the petitioner to approach the said Committee for redressal of his grievances. However, the Committee is at tiberty to consider the grievances of the petitioner and pass an order in accordance with law, after affording reasonable opportunity to the parties, including personal hearing. 7 .
