BHASKAR REDDY WRIT PETITION No.17664 of 2o25 O[DER: It is stated that the petitioner is the owner and possessor of the agriculture iand admeasuring Acs.2.1O guntas in Sy.No.420/4, situated at Dacharam Viilage, Madugulapally Mandal, Nalgonda District, having purchased the same through registered sale deed bearing document No.2548 oi 2OO7, datecl
26.06.2007 . It is further stated that the respondent authorities have incorporated the name of the petitioner in the revenue records and also issued pattadar passbook No.ll73O4l uide patta No.87O under the provisions of'the Telangana Rights in Land and Pattadar Passbooks Act, l97l (for short "the ROR Act, 1,97l"\ and the Rules made thereunder. Further, he was also issued e-pattadar passbook bearing No.T28150110465 uide Khata No.87O under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act,2O2O (for short "the ROR Act, 2O2O"). It is further stated that, in the digital pattadar passbook, the extent of the land in Sy.No.420/4 was noticed to be decreased from Acs.2.10 guntas to Ac.0.3O guntas. Therefore, the petitioner made an online application bearing No.25O0O26374, d,ated 28.O4.2025 seeking passbook data .-==..- 2 CVBR, J wp_t7664 2O2s 'q&i correction and for issuance of amended pattadar passbook. The grievance of the petitioner is that, even after receipt of the said application, the respondent authorities did not consider the same. Hence, the writ petition. *. Considered the submissions of the learned counsel for the respective parties and with their consent, this writ petition is being disposed of at the admission stage.
3. Sri L. Ravindcr, learned Assistant Government pleader for Revenue, has not disputed the issuance of pattadar passbook in favour of the petitioner,s father and also the submission of the application by the petitioner. Learned Assistant Government Pieader further submitted that, pending examination of the petitioner's application, thc Act 9 of 2O2O has been repealed and replaced by the Telangana Bhu Bharati (Record of Rights in Land) Act, 2O2S (tor short "the Bhu Bharati Act,,) and in terms of the provisions of the Bhu Bharati Act, Rules have been framed commonly called as Telangana Bhu Bharati (Record of Rights in Land) Ruies, 2O2S (for short ,.the Bhu Bharati Rutes,,) uide G.O.Ms.No.39, Revenue (Land Administration_I) Department, dated 14.O4.2025. karned Assistalt Government Pleader further submits that, since the petitioner has made an i I l 3 CVBR, J Wp-17664 2025 application under the provisions of the Act 9 of 2O2O and in view of replacement of the Act 9 of 2O2O by the Bhu Bharati Act, the petitioner is entitled to make an appropriate application as per Rule 4 of the Bhu Bharati Rules in Bhu Bharati portal and if the petitioner makes such an application duly paying the prescribed fee, the respondent authorities would consider the same in accordance with law.

As per Rule 4 of the Bhu Bharati Rules, any person aggrieved by an entry made in the Record of Rights prepared and maintained under Section 4 (i) to a $l of the Bhu Bharati Act or any person, who is in lawful poslession of the land and claims right over the same but an entry was not made in the Record of Rights in respect of the said land, may apply through online in Bhu Bharati portal for rectification of entries or for making a new entry in such Record of Rights within a period of one year from the date of commencement of the Bhu Bharati Act or from the date on which such wrong entry is prepared and updated and placed in the Bhu Bharati Portal and pay the prescribed fees. .
5. In view of the above submissions, this Court is of the opinion that the ends of justice would be met if the petitioner is i l , , 4 CVBR. J Wp_17664_2O25 permitted to make a fresh application under the provisions of the Bhu Bharati Act and the Rules made thereunder and in the event of such application being submitted by the petitioner, the respondent authorities shall consider the case of the petitioner for correction of the revenue entries and consequential issuance of the amended pattadar passbook. In any event, if the petitioner do not comply with the requirements of the provisions of the Bhu Bharati Act and the Rules made thereunder, pass a reasoned order and communicate the reasons thereon to the petitioner. The entire exercise shall be cornpleted within a period of two (O2) months from the date of receipt of a copy of this order.
6. With the above observations, this Writ Petition is disposed of. There shall be no order as to costs.
