Counsel for the Petitioner : SRI ASHOK REDDY KANATHALA Counsel for the Respondents : GP FOR REVENUE The Court at the stage of admission made the following ORDER --------7 HON'BLE SRI JUSTICE C.V.BHASKAR REDDY WRIT PETITION No.16971 of 2o25 ORDER: The Writ Petition is filed seeking the following relief: "...pleased to issue a writ, order or direction, more particularly one in the nature of a writ of mandamus declaring the inaction of the Revenue Divisional Officer, Rajendra Nagar Division, Ranga Reddy District, 3.d Respondent herein in not disposing off the online applications {iled by the petitioner herein through Bhu Bharathi portal bearing application number CI2SOOO 1549 1 , dated O8-05-2025 in respect of the agriculture land admeasuring Ac. 1.20 guntas in sun'ey numbe rs l48l AA7 , situated at Vatinagullapaly Vi1lage, Gandipet Mandal, (erstwhile Rajendra Nagar Mandal), Ranga Reddy District as illegal, arbitrar;i, improper and in violation of Article 300A of the Constitution of India and consequently direct the Revenue Divisional Officer, Rajendra Nagar Division, 3'd Respondent herein to unblock/remove the agriculture Iand admeasuring Ac. 1.O0 guntas in survey numbers 148/AA7, situated at Vatinagullapaly village, Gandipet Mandal, (erstwhile Rajendra Nagar Maldal) Ranga Reddy District from the list of blocked lalds and to aliow further tralsactions in the interest of justice and pass..."

2. Considered the submissions of the learned counsel for the respective parties and with their consent, this writ petition is being disposed of at the admission stage. I

3. It is stated that the petitioner is the owner and possessor of agricultural land admeasuring Ac. O.2O guntas in Survey No. 148/AA7(148 part), situated at Vatinagullapally Village, Galdipet Mandal (erstwhile Rajendranagar Mandal), Ranga Reddy District, having purchased the same through a registered sa_le deed vide Document No. 13245 ot 2006, dated 2I.06.2006. It is further stated that the propertlr purchased by the petitioner was included in the list of prohibited properties on the ground that a court case is pending over the land in Survey No. I48/AA7, situated at Vatinagullapally Village, Gandipet Mandal.

4. Learned counsel appearing on behalf of the petitioner r:ontended that the cases instituted over the subject property, i.e., W.P. No. 21643 of 2022 artd other cases, have ended in dismissal. Therefore, the petitioner is entitled to seek deletion of the propert5r from the list of prohibited properties to enjoy absolute rights oyer the propert5r. 3

5. Learned Government Pleader for Revenue appearing on behall of the respondents has not disputed that the petitioner purchased the property under registered sale deeds, ald that the petitioner's narne was recorded in the title deeds under Katha No. 987 and pattadar passbooks were issued.

6. In view of the above, as there are no cases pending as on date for listing the subject property in the list of prohibited properties, the respondents may be directed to examine the application submitted by the petitioner for deletion of the property.

Learned Government Pleader further submitted that the State Government has the power to de-notify the lands from the list of prohibited properties under I I Section 22-A(41 of the Registration Act. B. In view of the above provision, the petitioner is permitted to make al appropriate application for deletion of the property from the list of prohibited properties. On such application being submitted by the |* + petitioner, ihe respondents shall consider the sarne rn accordance u,ith the provisions of the Registration Act and the rules made thereunder, and if the petitioner's application satisfies all the requirements, respondents are directe<1 to de-notify the property from the list of prohibited properties within a period of three (3) months frorn the date of receipt of a copy of this order. 9 .
