Learned Counsel for the petitioner submits that the petitioner a filed the present Writ Petition seeking to declar:e the action of respondent No.2 in not considering the petitioner's representation dated 14.05.2022 fcrr restoration of the petitioner's name as pattadar in the pattadar passbook, in respect of the lands admeasuring Ac.2-03 guntas in Sy.No.927, Ac.1-2O guntas in \ \ 2 sy.No.893, Ac.19-03 guntas in sy.No.49 and Ac.2-16 guntas in sy.No.1994, in all admeasuring Ac.2s-o2 guntas, which are already recorded in the narnes of the respondent Nos.4 and S, as iltegal and arbitrary.

Learned Counsel for the petitioner further submits that the petitioner submitted an application through the Dharani portal, which was rejected on the ground that "the pass book is under privacy right exercised by the owner of the land". In view of the sarne, the petitioner submitted a representation dated 14.os.2o22 before the respondent No.2-Distrtict Collector, which is still pending consideration. Aggrieved by the action of the respondent No.2, the petitioncr filed the present writ petition and prayed to allow the same by directing the respondent No.2-District Collector to dispose of the representation dated 14.O5.2022.
4. Learned Assistant Government Pleader for Revenue submits that the petitioner has not filed the Dharani application before this t Court to demonstrate the entries reflected in the Dharani portal. It is submitted that, subsequent to the filing of this Writ petition, the Telangana Bhu Bharati (Record of Rights in Lands) Act, 2o2S (for brevity, "the Act, 2025"1, carne into force and the RoR portal is functioning accordingly. If the petitioner makes a fresh application through the RoR portal under the Act, 2o2s and the Rules made 4 I I\ /')/ 3 thereunder, the respondent-authorities will consider the same and pass appropriate orders as per existing Rules in accordance with law and therefore, requested this Court to pass appropriate orders
5. Learned counsel for the respondent Nos.4 and 5 submits that the pattadar passbook was issued in favour of respondent No.4 in the year, 2017. Thereafter, some part of the land was gifted by respondent No.4 to respondent No.5 and consequently, the names of respondent Nos.4 and 5 were mutatcd in thc revenue records. without filing any appeal before thc competent authority, the petitioner submitted the representation dated 14.o5.2o22 before the respondent No.2-Dsitrict Collector seeking mutation of the revenue records the same cannot be considered by the authorities. Therefore, learned counsel requested this Court to \ pass appropriate orders.
6. After hearing both sides and on- a perusal of the entire material or, ,""ord, this court is of the considered view that the petitioner is questioning the inaction of the respondent No.2- District Collector in not disposing of the representation dated
14.05.2022 submitted by the petitioner. Moreover, after filing of the writ Petition, the RoR act was amended as the Act, 2o2s. In view of the s€une, the petitioner has to make a fresh application and on receipt of suctr application, the respondent authorities shall 4 consider and dispose of the same in accordance with law.

In view of the above, this Writ petition is disposed of, by granting liberty to the petitioner to make a fresh apprication through the 'ROR portal' for mutation of petitioner,s revenue records under the Act, 2O2S and the Rules made thereunder. On receipt of such application, the respondent-authorities are directed to pass appropriate orders thereon, in accorda,ce with law, after issuing notices to the petitioner as well as the unofficial respondents as expeditiously as possible.
