Counsel for the Petitioner : SRI GADIPE PRASHANTH Counsel for the Respondents: AS.ST.GP FOR REVENUE The Court made the following: ORDER HON'BLE SRI JUSTICE C.V.BHASKAR REDDY WRIT PETITION No.16966 of 2o25 ORDER: This writ petition is filed seeking to declare the action of the respondents in not conducting the survey and not hxing the boundaries of the petitioners agricultural lands situated in Sy No. 544 to an extent of Ac. 2.00 gts situated at Chitkul Village, Chilipched Mandal, Medak District inspite of petitioner's F-Line application and requisite fee through Meeseva dated 12-30-2024 vide receipt No.AA 834851517 is illegal and avoid and opposed to Article 14, 19, 21 ahd 300-a of Constitution of India and consequently to direct the respondents to conduct the survey and fixed the boundaries to the petitioners land n question and to pass such other order or orders as this Honourable Court may deem fit and proper in the circumstances of the case.
2. It is stated that the petitioner is the pattadar and possessor of the agriculture land to an extent of Ac. 2.0O gts in Sy No. 544 situated at Chitkul Village, Chilpched Mandal, Medak District. It is further stated that the name of the petitioner was reflected in all the revenue records as pattadar and the revenue authorities also issued e-pattadar pass book bearing No.T0803OO 10672 uide l(hata. No.856 under the provisions of the Telangana Rights in Land and 2 Y--1 - \ CVBR, J wp_16966_2O25 Pattadar Passbooks Act, 2O2O. It is further stated that due to abnormal increase of the land price some of the neighbouring land owners have started disturbing the boundaries of the subject land and as such, the petitioner had submitted F-Line application, dated 30.12-2024 to respondent Nos.4 and 5, by paying requisite fee to conduct survey of the subject land and hx the boundaries. The grievance o[ the petitioner is that even after receiving the said F-Line application, the respondent authorities are not conducting survey and fixation of the boundaries.
3. Considered the submissions of the learned counsei for the petitioner and learned Assistant Government Pleader for Revenue appearing for the respondents and with their consent this writ petition is disposed of at tJ.e admission stage.
4. l,earned counsel for the petitioner has submitted that in terms of the circular issued by the. Commissioner, Survey, Settlements and Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting necessary charges.

Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F-Line -7 \ 3 CVBR, J Wp_16966 2025 application submitted by ttre petitioner by following due procedure laid down under law and conduct survey and demarcate the subject land by hxing boundaries.

It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundaries Act, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly, F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfrlled, the suwey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.N 1 /6543/99, dated 25.07 .2OO 1, Rc.No.N I / l4O8 / 07, dated 13.07.2OO7, and Rc.No.N2/174ll2OlO, dated 18.05.2010 stipulating _the conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulfils all the conditions of the said circular, it is an obligation for the I I I I CVBR, J wp 16966 2O2s \ respondents to conduct survey within the time specified in the said circulars.

In view of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondent Nos.3 and 4 to consider examine the peLitioner,s F-Line application uide No.DER0224O174286, dated 3O. 12.2O24, in accordance with the provisions of the Telangana Survey and Boundaries Act, 1923 and also in terms of the ci'rcular instructions issued by the Commissioner, Survey, Settlements and Land Records for conducting survey on field measurement applications (F-Line applications), from Lime to'ti-e, within a period of four (4) weeks from the date of receipt of a copy of this order, if not already conducted. 8 With the above observations, this Writ petition is disposed of There shall be no order as to costs.
