2. It is submitted that the petitioner rice mill has defaulted in supply of CMR rice for Khariff and Rabi seasons 2023-24 and on the ground that the petitioner rice mill has defaulted' the respondents have seized the rice milr which is illegal. Learned counsel for the petitioners submitted that without initiating proceedings under the Revenue Recovery Act, the respondents could not have seized the rice mill' 3. Leamed Government Pleader for Civil Supplies' on written instructions, has brought out that the petitioner rice mill is due to pay a sum of Rs.2,16,98'407'41 towards short delivery or non-delivery of CMR rice for Khariff and Rabi 2023-24and further that there were 34 rice millers who have participated in custom milling and except for the petitioner rice mill, all other rice millers have delivered to" ts:t:"i* I I I i T I I I 2 W.P.
