Seeking a Mandamus, declaring the action of the respondents 1,2 and 3 in awarding the Tender for providing services for housekeeping, watch and ward of Microwave/OFC Stations and General Maintenance in pursuance of the Tender Notice Lr.No.DEOFC-SD/Tender/04-05/01, dated 28.03.2005, Secunderabad to the 4th respondent in violation of the provisions of Statutory laws, like the Minimum Wages Act, 1948, the Payments of Bonus Act, 1965, the Payment of Gratuity Act,1962 etc. as illegal and arbitrary, the present writ petition is filed. On 14.09.2005, as none appears for the petitioner, the matter is directed to be listed under the caption ‘for dismissal’. Even today there is no representation on behalf of the petitioner. Heard the learned standing counsel appearing for the respondents. It is well settled principle of law that judicial review in contractual matters is very limited and circumscribed. Unless there is arbitrary action on the part of the respondents or the case of the petitioner is treated unfairly, this Court normally will not interfere with the tender matters. The only contention raised by the petitioner in this writ petition is that the acceptance of the tender in favour of the 4th respondent is in violation of the provisions of Minimum Wages Act, Payments of Bonus Act, the Payment of Gratuity Act etc. The respondents can take care in this regard. Therefore,
