5. Re'sponc{ent Nos.9 to t I sold the subject property in f-avour of respondent No.lj under rnultiple transactions. Therefore. he has subrnitteci a cornplaint with 8th respondent. He has subnritted complaints datcd 19.02.2025, 10.03.2025 to the Central and State authorities w'ith regard to the said large scale fraudulent land grabbing operation in Nagaram village, in Sy.No.l8l and in Sy.Nos. 194 and 195 situated in Nlaheshwaram Mandal, Ranga Reddy District. [-Ie has filed a writ petition vide W.P.No.12637 of 2025 against the respondents to declare the inaction of respondent Nos.l to 8 and 10 therein in considering the complaints dated 16.02.2025 and
08.03.2025 regarding a large scale fraudulent land grabbing operation in Nagarant Village under Sy.Nos.I9L, 194 and 195 of Maheshwaram Mandal, Ranga Reddy District involving senior IAS and IPS Officers, local polic,e, and revenue officials by forging and fabrication of revenue rr:cords, and unlawful benami transactions, including the Unauthorued transfer of Bhoodan land' ai itlegal' 6'Videolderdated24'04'2025'thisCourtgrantedfo\\owing interim order:- V ,. 'a3 4 Prima facie, it appears from the record that the lands in Sy.Nos. l8l, 182, 194, and 195 of Nagaram Village, MaheshwaramMandal. are Bhoodan lands vested with the Bhoodan Board under Section 14 of the Bhoodan Act. As pcr the said provision, the Bhoodan Board may, taking into accoutrt thc wishes of the donor where possible, allot such lands to landlcss persons willing and able to cultivate the land, or to the Government or local bodies for community purposes or housing lbr poor and weaker sections. The allottee of such land shall acquire only those rights' and shall be subject to the liabilities, conditions. and restrictions as prescribed. Rule 9 of the Bhoodan Rules makes it clear that such allotments are heritable but not alienable. Pending adjudication of the issues raised in the writ petition, and in view of serious allegations made against thc persons in high positionr and as there is a possibility of misusing their power to suit their interests, and in order to protect the communal property, this Court, by exercising its jurisdiction under Article 226 of the Constitution of India, directs the respondent Nos.4, 8 and 9, to forthwith include the lands in Sy.Nos. 181, 182.
194. and 195 of Nagaram Village, MaheshwaramMandal, Ranga Reddy District in the list of prohibited properties. The respondents are further directed not to change, alter, or alienate the said lands i1 any manner until further orders. ln view of the serious allegations made against the senior public officiats and as public interest is involved, the petitioner shall not be permitted to withdraw the writ petition. The Registry is directed to make an endorsement on the writ petition to the effect that the same shall not be permitted to be withdrawn. ) t

I': is lufther corrtended by the petitioner that he has submitted a representatiorr datecl 09.05.2025 to respondent Nos.2 to 7 under Section 7:i of BSA, 2013 ivith a request to fumish certified copies of public ret:ord re.lating to the Sy.No.l94 to the extent of Ac.26.j0 guntas and in Sy.No.l95 to the extent of Ac.27.03 guntas situated in Nagaranr Village of Mahesbwaram Mandal of respondent Nos.9 to 13.
8. l)espitc receiving and acknowledging the said representation, respondent Nos. 2 to 7 did rrot consider the same. 'fherefore, aggrieved by the said inacrion, respondent Nos.2 to 7 filed the present writ petition.

ThoLrgh the petitioner is claiming that his rnother was the absolute owner and possessor ol'land admeasuring Ac.l.20 guntas of land in Sy.No.t80/er and 180/.r situated in Nagireddypally village, {aheshv,raraur Mandal, Ranga Reddy District, he has not filed any cument in proof of the same. His grievance in the present writ ----- ition is non-consideration of his representation dated 09.05.2025 by ronde'nt Nos.2 to 7. 1(t. Vide the aforesaid representation, the petitioner sought ified copies of the public records with regard to land admeasuring 6 Ac-26.30 guntas in Sy.No.194 and Ac.27.03 gunras in sy.No.l95 situated in Nagaram Village of Maheshwaram Mandal of r-espondent Nos.9 to 13. Though petitioner contended that he has sgblritted representation dated 09.05.2025 to respondent Nos.2 to 7 rvith a request to furnish certified copies of mutation proceedings, pattadar passbooks etc., in respect of the aforesaid land, he has not filed copies of'postal receipts, postal tracking reports and acknowledgrnenr cards, in proof of sen,ice of the said notice on respondent Nos.2 to 7. without filing proof of service, the petitioner cannot file the present writ petition alleging non-consideration of the said representation dated
09.05.2025. I l. The petitioner has placed heavy reliance on the interim order dated 24.04.2025 in W.P.No.12637 of 2025. However, in the said writ petition, he has filed application seeking modification of the said order.

According to sri Gattu Kiran Kumar, learned standing counsel appearing for Bhoodan Yagna Board, the land admeasuring about 50 acres in Sy.Nos.l8l and I82 of Nagireddypalli village, belongs to Bhoodan Yagna Board. According to him, Board has no claims in Sy.Nos.l94 and 195 of Nagaram village, however, this court dealing with the said writ petition separately. .-*J 7
13. As discussed supfa, the petitioner has not filed proof of service of the said representation dated 09.05.2025 on respondent Nos.2 to 7. Without serving the said representation, the petitioner cannot file the present writ petition alleging non-consideration of the said replese,ntatiott.
14. ln vieiv of the afbresaicl discussion, the petitioner is not entitled fbr any relief much less the relief sought in this writ petition' Therefore, the present r,r,rit petition is liable to be dismissed and accordingl,z disrnissed. Horvever, iibetty is granted to the petitioner to submit appropriate application u,ith respoudent Nos.2 to 7 with a specific re<1uest to turnish ceftified copies of documents, if the same is not considrlred, file fresh rvrit petition or take steps in accordance with consequently, miscellaneous petitions, pending in this writ petition shall stand closed. //TRUE COPY/ SD/.
