2. It is stated that the petitioner is the pattadar and possessor of the agriculture land admeasuring to an extent of Acs. O.2 guntas, Acs. O.3g guntas, Acs. O.16 guntas, Acs. O.09 guntas, Acs. 0.32 guntas and Acs. 4.22 guntas in Survey Nos.4116, 199, 4O4, 269A, 267, 201/ l, situared at Ncrella village, Thangellapalli Mandal, Rajanna siricilla District (for short, 'the subject landJ. It is further stated that the name of the petitioner was reflected in all the revenue records as pattadar and the revenue authorities also issued e-pattadar pass book bearing No.T1909O14O491 uid.e Khata No.918 under the provisions of the Telangana Rights in Land and pattadar Passbooks Act, 2O2O. It is further stated that the petitioner has submitted F-Line application Nos.DERO22sOl156528 and DERO22501156531 dated O1.O4.2025 to the respondent authorities, by paying requisite fee to conduct survey of the subject land and fx the boundaries. The grievance of the 2 CVBR, J W.P.No.17O25 of 2025 ,r9 petitioner is that even respondent authorities after receiving the said F-.ine applications, the are not conducting survey and fixatlon of the boundaries.

3. Considered the submissions of the learnt:d counsel for the petitioner and leanred Assistant Government Pleader br Revenue appearing for the respondents and with their consent this writ pe tition is disposed of at the admission stage.

4. l,earned counscl for the petitioner has submitted that in terms of the circulars issued by the Commissioner, Survel', Settlemenls and Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting ne,)essary charges.

Learned Assistant Government Pleader fcr Revenue appearing for the respondents has submitted that the responclent authorities rvill consider the aforesaid F-Line appiications submitted b1 the petitioner by following due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries.

It is settled law that the Survey Departmen has the authority to conduct survey and demarcate lands in accordance r,l ith the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasii), the Telangana Survey and Boundaries Act, 1923, and the Rules framed thereunder. The Government has issued various circ uiars speciSring the l I ; I I I I 3 CVBR, J W.P.No.17O25 of 2O25 conditions for conducting surveys, particularly F-Line (lield measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary frxation may be conducted. The Commissioner, Survey, t r. Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time uide Rc. No. N 1 /6543 / 99 dated 25.O7.2OO t, Rc. No.N 1 / 1 4O 8 I OT dated, 13.07.2OO7 and Rc.No.N2/t741l2OtO dared 18.05.2010 stipulating the / I conditions for conducting survey of private lalds and as per the said circulars, if the petitioner fulfilis all the conditions of the said circular, it is an obligation for the respondents to conduct survey within the time specified in the said circulars.

In view of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondent authorities to examine the petitioner's F-Line applications uide Nos.DERO22SOL15652g ard DER0225O 1 15653 I dated 0 I .04.2025 submitted for conducting survey ald demarcation by fixing boundary stones to the subject land of the petitioner and if the petitioner fulfills all the conditions mentioned in the circulars issued by the Commissioner, Survey, Settlements and Land Records from time to time, after issuing notices to all the persons interested and adjacent pattadars and after considering their objections, the respondent authorities shall conduct survey of the aforesaid land, within a period of eight (8) weeks from the date of receipt of a copy of this order. 4 CVBR, J W.P.No.17O25 of 2025 tii:, ,
