THE HON'BLE SRI JUSTICE C.V.BHASKAR REDDY WRIT PETITIONNo.15551 of2O2S This writ petition is filed seeking following reliet "For the reasons stated in the accompanying affidavit, it is prayed that this Hon'ble Court may be pleased to pass order or orders one in the nature of Writ of Mandamus declaring the in action of Respondent No. 2,3 and 4 for not disposing the Representation made by the petitioner dated 23-05 2025 for uploading the names of the Petitioner in Bhu Bharati Portal and issuance of the Digital Patta Pass Book with regard to the Agriculture Land bearing Sy. No. 6O/1, admeasuring Ac 2-00 gts out of Ac. 3.28 gts Situated at Thirmalpur Village, Pudur Mandal, vikarabad District, and to declare the action of the respondent is totally illegal, against law, ultra-virus and violations of principles of Natural Justice and also the provisions of the Telangana Rights in land and Pattedar pass book Act, 2o2o and violation of Article 300-4 of the constitution of India and to pass such other order or orders as this Hon'ble court may deem art in the circumstances of the case."

It is stated that petitioner is the absolute owner and possessor of agricultural land admeasuring Acs. 2.OO guntas out of Acs' 3'28 guntas in Survey No.6O/ 1, situated at Thirmalpur Village, Pudur Mandal, Ranga Reddy District (for short, 'the subject landJ, having purchased the same under a registered Sale Deed bearing Document No.191 of 2014 dated o1.o2.2o24. It is further stated that petitioner's name was mutated in the revenue records and old pattadar passbook was also issued to her uide File No.B/2479 12016 dated og.12.2016. The grievance of the petitioner is that she submitted a representation dated 23.05.2025 to respondent Nos.2, 3 and 4 for issuance of digital pattadar passbook in respect of the subject land, but till date the said representation was not considered by respondent Nos.2, 3 and 4. Hence, the present writ petition. 2 CVBR,J - W.P.No.15551 of 2025

3. Considered the submissions made by the learned counsel for the parties and with their consent, this writ petition is <lisposed of at the admission stage.

Learned Assistant Government Pleader for Revenue has submitted that Telangana Rights in Land and Pattadar Passbooks Act,2O2O has been repealed and replaced with Telangana Bhu Bharati (Record of Rights in Larrd) Act, 2025 (for short, 'the Act 1 of 2O25'l z'.nd if the petitioner submits . online application in the prescribed lormat in Bhu Bharati Web Portal and if the same fulfills all the requirements of the Act 1 of 2025 and the Rules made thereunder, the respondent authoritie:; will consider the same, in accordance with law.

In view of the above submissions, this Court deems it appropriate to permit the petitioner to make appropriate online application in the prescribed format in Bhu Bharati Web Portal, seel.:ing to upload her name in the Bhu Bharati Web Portal and for issuance of e-pattadar passbook in respect of the subject land and for issuance of. In the event of such application being made by the petitioner and if the same fulhlls all the requirements under the provisions of the Act I of 2025 ar.d the Rules made thereunder, the respondent authorities shall examine and consider the case of the petitioner. In any event, if the application of the petitioner does not fullrll the requirements of the Act I of 2025 and the Rules made thereunder, the respondent authorities shall pass a re.asoned order, in -l CVBR, J W.P.No.15551 of 2O25 accord.ance with law and communicate the same to the petitioner' The entire exercise shall be completed within a period of three (03) months from the date ol receipt of the application.
