detailed explanation denYing the petitioner charge memo, stating that the allegations made in the petitioner's selection was under the OC (G) quota as confirmed in the RTI response dated 29'08'2016 and 31'OB'2016' and the petitioner never availed the benefit of PH reservation' hence the charges made against the petitioner do not stand in the eye of law. It is further the case of the petitioner that the issuance of the charge memo after a lapse of more than 19 years from the date of petitioner's appointment is illegal' arbitrary' and contrary 7 to the Government,s guidelines under G.O.Ms.No.679, dated 01.11.2008, which mandate the conclusion of departmental enquiries within stipulated time limits. SN, J It is further the case oF the petitioner that the petitioner,s annual grade increments from 01.11.2015 onwards were unjustly withheld despite no formal order for such withholding of the said benefits had been issued against the petitioner and the petitioner,s suspension period from 25.06.2015 to 31.05.2017 remains unregularized, resulting in financial loss and disparity in pay compared to the petitioner,s colleagues. Aggrieved by the same, the petitioner preferred the present writ petition. 4.P U EDT H E o D A.T eor q u n d d
