Heard Mr.K.Rathanga Pani Reddy, learned counsel for the petitioner appearing on-line, Ms.Swapna Madhuri, learned Assistant Government Pleader for Medical and Health appearing for respondent Nos.l & 3, learned Government Pleader for Finance and Planning appearing for respondent No.2, learned Standing Counsel for respondent No.4.

Learned counsel for the petitioner, appearing on-line, submits that as per the purchase order vide Po -No.342 I 556 I TSMISDC/EQUl2022-23 dated 06. 12-2022 of respondent No'4, \ the petitioner had supplied spectacles to respondent No'4; that respondent No.4 has paid a sum of Rs. 19,50,22,7251- to the I I petitioner and a balance amount of Rs.14,47,O7 ,7Ol /- is due as -.,| 2 on date. Despite repeated requests, the said balance amount is not being paid to him. He submits that the petitioner is in severe financial crisis and due to non-payment of money he is put suffer mental agony arld hardship. Therefore, he seeks to pass appropriate orders.

4. Learned Government Pleader for Finance and planning appearing for respondent No.2 submits that respondent No.2 is only proper party to this Writ Petition and seeks to adjudicate the m a tter on merits.

5. Learned Standing Counsel for respondent No.4 seeks short span of time to pay the balance amount due to the petitioner.

6. Having regard to the submissions of al1 the learned counsel, this Court deems it appropriate to direct respondent No.4 to release the admitted bill amounts due to the petitioner, as expeditiously as possible, preferably, within a period of (l2l ',veeks from today. 7 .
