ASHVINI KUMAR Counsel forthe Respondents: Gp FOR REVENUE The Court made the following: ORDER THE H ON,BLE SRI JUSTIC E C.V.BHASNAR WRIT PETITION No.14672 of 2o25 REDDY ORDER: This writ petition is filed seeking following relief: "It is therefore prayed that this Honble court may be pleased to issue an appropriate Writ, order/orders or direction more particularly one in nature of WRIT OF MANDAMUS by declaring the action of the 5tn & 6rh respondents herein in not considering the FJine application vide Application No DtrRO22300962382 dated" 07- 01 2()23and Application No' AOD022200048OO9 ' dated: 1O-04-2O22 respectively for conducting survey and demarcation of the land to an extent of Ac: O3'30 Gts" in Sy' No. 47313, situated at Tallapally Village' Shabad Mandal' Chevella Division' Ranga Reddy District as arbitrary iltegat and violative of Art 14' 21 and 300-A of the Constitution of India and besides violative of Principles of Natural Justice and consequently direct the 5th & 6th respondents herein to conduct survey and demarcate by fixing boundary stones in respect of petitioner's land to an extent of Ac: 03 30 Gts ' in Sy. It is stated that the petitioner is the absoiute owner and possessor of agricultural land admeasuring Acs' O3'3O guntas in Survey No.473/3, situated at Tallapally Village' Shabad Mandai' Chevella Division' Ranga Reddy District (for short' 'the subject land')' It is further stated that the name of the petitioner was reflected in all the revenue records as pattadar and the revenue authorities also issued e-pattadar pass book bearing No.T0522004 Q335 uid'e Khata No'615 under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act' 2O2O' It is further stated that the petitioner submitted an F-Line application No' I j . I 2 CVBR, J W.P.No.14672 of 2025 4ODO222.0.*8009 dared 10.04.2022 to the 6ft respondent by paying requisite fee to conduct survey of the subject land and fix the boundaries. It is further stated that since the 6m respondent has not taken any action, the petitioner subsequently submitted an F_Line application No. DER022300902382 dared 07 -o1.2023 to the 5d respondent by paying requisite fee uide Transaction ID No.TTDER0223009623g2 to conduct survey of the subject land and rrx the boundaries. The grievance of the petitioner is that even after receiving the said F-Line applications, respondent Nos.5 and 6 are not conducting surwey and hxation of the boundaries.

3. Considered the submissions of the learned counsel for the petitioner and learned Assistant Government preader for Revenue appearing for the respondents and with their consent, "this writ petition is disposed of at the admission stage.

4. Learned counsel for the petitioner has submitted that in terms of the circulars issued by the Commissioner, Survey, Settlements and Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting necessary charges.

Sri L.Ravinder, learned Assistant Government preader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F_Line application submitted by the petitioner by following due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries. It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No VIII ol 1317 Fasli)' the Telangana Survey and Boundaries Act' 1923' and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (held measurement) survels, Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulhlled' the survey and boundary fixation may be conducted The Commissioner' Survey' SettlementsandLandRecords,exercisingpowersundertheTelangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time uide Rc.No.NI/6543/99 dated 25.O7.2OOl, Rc No'N1/1408/O7 dated 13.O7.2OO7 and Rc.No.N2ll74ll2olo dated 18'O5 201o stipulating the conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulhls all the conditions of the said circular' it is an obligation for the respondents to conduct survey within the time specilied in the said circulars.
