CHALLA KIRANMAYEE Counsel for the Respondents: AGP FOR REVENUE The Court made the following: ORDER THE HON'BLE SRI JUSTICE C.v.BHASKAR REDDY WRIT PETITION No.1 406L of2O25 ORDER: This writ petition is liled seeking following relief: "lt is therefore prayed that this Hon'ble Court may be plea'sed to issue a writ' order or direction more particularly one in the nature of w'rit of Mandamus' declaring the action of the respondent in not taking action pursuant to Application vide 2500004174 filed for mutation in respect of land admeasuring Ac- 0.38o0 guntas in Sy No. 545/ 1/3, situated at Chirmiryala vi[age' Kodada Mandal, Suryapet District and may be pleased to pass such other Order/s as this Hon'lcle Court may deem fit and proper in the facts and circumstances of the case.'

It is stated that petitioners' father late Sri Mudra Venkeshwar Rao was the absolute owner and possessor of agricultural land admeasuring Ac. 0.38O0 guntas in Survey No'545/ 1/3' situated at Chirmiryala Village' Kodada Mandai, Suryapet District (for short' 'the subject landJ' It is further stated that the petitioners' father along with his mother and his minor brother obtained a decree dated O1 O3'1952 in O S'No'6lll of 1951 seeking declaration of right of assignment of lands mentioned in Schedule A' B and C against the elder brother Mudra Nageshwar Rao and thereafter the petitioners' father obtained declaration from the Land Reforms Tribunal' Huzurnagar in C.C.No.5733 dated 27 'Og '1976 declaring the total extent of land belongs to late Sri Mudra Venkateshwar Rao and his family members and till today, the lands mentioned in the declaration dated 27 'O9 't976 are in the name of the petitioners' father and his family members' It is further stated that the petitioners' father died on 14 'O4 '2025 and petitioners' mother alsodiedon0l.0l.2O22leavingbehindthepetitionersarelegalheirs.Itis 2 CVBR, - W.P.No.14O61 of 2025 further stated that the revenue records continued to reflect the name of the petitioners' father as pattadar and possessor of the subject land and pattadar passbook was also issued to the ,petitioner uide passbook No.T29o90111937 and Katha No.9s82. The grievance of the petitioners is that they made an application bearing No.25oooo4 174 ibr mutating their names in the revenue records, but till date the same was not considered by the respondent authorities. Hence, the present writ petition.
3. Considered the submissions of the learned counsel for the petitioner and learned Assistant Government pleader appearing for the respondents and with their consent, this writ petition is being disposed of at the admission stage.

Learned Assistant Government pleader for Revenue appearing for the respondents has submitted that Telangana Rights in Land and Pattadar Passbooks Act, 2O2O (for short .,the Act 9 of 2O2O") has been repealed and replaced with relangana Bhu Bharati (Record of Rights in Land) Act, 2025 (for short, 'the Act 1 of 2025,1 and if the petitioners submit online application in the prescribed format in Bhu Bharati web portal and if the same fulhils all the requirements of the Act 1 of 2o2s and, the Rules made thereunder, the respondent authorities will consider the same, in accordance with law.

In view of the above submission, this Court deems it appropriate to dispose of this writ petition jermitting the petitioners to CVBR, J W.P.No.14O61 of 2O25 make appropriate online application in the prescribed format in Bhu Bharati Web Portai, seeking mutation of their names in the revenue records and for isSuance of pattadar passbooks in respect of subject land. In the event of such application being made by the petitione4s and if the same fulfrlls all the requirements under the provisions of the Act 1 of 2025 and the Rules made thereunder, the respondent authorities shall examine and consider the case of the petitioners. In any event, if the application of the petitioners does not fulfiIl the requirements of the Act 7 of 2025 and the Rules made thereunder, the respondent authorities shall pass a reasoned order, in accordance with law and communicate the same to the petitioners. The entire exercise shall be completed within a period of three (03) months from the date of receipt of the application.
