2. Heard Mr. P.V. Krishnaiah, learned counsel appearing for the petitioner, and the learned Government Pleader for Services-Il appearing for the respondents, and perused the m aterial available on record. / / 2

Without <:or-rsi.lering these objectio,s sui)mitted by the petitioner, responclent No. 1 issued the final selriority list dated Ol.lO.2O24, r,ide proceedings No. A1 I 22tt I 2022 . rt is further submitted that the fir ral seniority list in the cirlre of Assistant Labour officers for ttre warangar Zone r.r'as nol prepared in accordance with the Notc_ 1 o[ Rule 3 of the spr:cial Rr- les read with Rule 33 of the State ar-rcl .iubordinate Service Rules. Specifrcally, the frnal seniorier list places promotees above rlirect r::cruits, contrary to the prescribed quor.a and rota system, rvhiclr has resulted in the petitioner being plar.ed lower in the seniority lir;t.
4. Lr:arned :ounsel for the petitioner further submrts that the petitioner filcrl an appeal on -17. I O.2024 beforr: respondent No.2, I ( ) 1 \ 3 who is the Appellate Authority as per the Rules, highlighting all the lapses, irregularities, and illegalities committed by respondent No. 1 in issuing the impugned final seniority list dated 07.1O.2024. However, the Appellate Authority has failed to dispose of the appeal as of today, despite eight months having elapsed since its submission, and respondent No. t has not revised the final seniority list dated ol.lo.2o24, despite the clear mandate of Note-l of Rule 3 of the Special Rules read with Rule 33 of the State and Subordinate Service Rules.
5. Therefore, learned counsel for the petitioner submits that appropriate orders be passed in the writ petition directing respondent No.2 to consider and dispose of the appeal frled by the petitioner on 17.1O.2024, in accordance with law.
6. Learned Government Pleader appearing for the respondents submits that they have no objection if the appellate authority is directed to dispose of the appeal within a prescribed time. 7 . In view of the above submissions made by the learned counsel for both parties, respondent No'2 is directed to dispose of the appeal dated 17.1O.2O24 filed by the petitioner within a period of three (O3) weeks from the date of receipt of a copy of this order, in accordance with the provisions of the State and Subordinate I I i 4 Service Rules and the Special Rules governing rhe cadre of Assist.ant Lat,our Offrcers. B. With tre above observations, the writ petition is disposed of. No ortler as '() costs.
