26.10.2024 submitted by the petitioner seeking for conducting survey and demarcation of the land admeasuring Ac.O.3O guntas in Sy.No.67l6; Ac.O.16 guntas in Sy.No.70lee; Ac.O.36 guntas in Sy.No.71ler; and Ac.0.35 guntas in Sy.No.80/ce1, situated at Eliminedu Village, Ibrahimpatnam Mandal, Ranga Reddy District, as illegal, arbitrary and violative of the Articles 21 and 30O-A of the Constitution of India and consequently, prayed for other appropriate reliefs.

It is stated that the petitioner is the pattadar and possessor o[ the agricultural land to an extent of Ac.0.3O guntas in Sy.No.67l6; Ac.O.16 guntas in Sy.No.7olce; Ac.O.36 guntas in Sy.No.71/er; and Ac.O.35 guntas in Sy.No.80/eg1, siruated at Eliminedu Village, Ibrahimpatnam Mandal, Ranga Reddy District. It is further stated that the name of the petitioner was reflected in all the revenue records as pattadar and the revenue authorities also issued e-pattadar pass book bearing No.TO509O23OlS9 uid.e Khata No.443 under the provisions of the Telangana Rights in ,/ ./ 2 CVBR, J wp 14016_2025 Land and Paltadar Passbooks Act, 2O2O. It is further stated that due to rLbnormtrl increase of the land price some of the neighbouring land ou,ners have started disturbing the boundaries of lhe sub.jcr'- lar-rd and as such, the petitioner had submitted F- Line applir:arrons, clated 26.1O.2024 to respondent No. 3, Jty paying requisite fcc to conduct survey of the subject lancl and fix the boundaries. The grievance of the petitioner is that even after receiving t,hc saicl F-Linc application, the respondent authorities are not cor-rci Lrcring surve-l' and fixation of the boundaries.
3. Consirl,:red the submissions of the learned counsel for the pelitioner and learned Assistant Government Pleader for Revenue appearing lo- the respondents and with their consent, this writ petition is bc ng clisposed of at the admission stage.
4. Learnr,d counsel for the petitioner has submitted that in terms of t hc circular rssued by the Commissioner, Survey, Settlements and Land Records, the respondents are bound to consider rht: application within 45 days from the date of the applicatior-r irfter collecting necessary charges.

Sri L.Ravinder, learned Assistant Government Pleader for Revenue :rppcaring for the respondents has slrbmitted that the respondent authorities will consider the aforesaid F-Line w 3 CVBR, J Wp_14016_2025 application submitted by the petitioner by following due procedure iaid down under law and conduct survey and demarcate the subject land by fixing boundaries.

It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundaries AcL, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (tietd measurement) surveys. Individuals requesting such surveys are required to submit specihc documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No. N 1 /654 3 / 99, dated 25.OT .2OO t, Rc.No.N 1 / t4O8 / OZ, dated 13.07.2OO7 , and Rc.No.N2/ t74t l2OIO, dated 18.05.2010 stipulating the conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulhls all the conditions of the said circular, it is an obligation for the I , I I I CVBR, J Wp 14016 2025 respondents to conduct survey within the time specihed in the said circulars.

In vieu, of the aforesaid discussion, this Court deems it appropriate tc, dispose of this $,rit petition directing respondent No.3 to consicler examine the petitioner's F-Line applications uide Nos.DER022401104655 and DER022401104702, bottL dated 26 .1O.2O24 , in accordance with the provisions of the Telangana Survey and Boundaries Act, 1923 and also in terms of the circular instructions issuecl by thc Commissioner, Survey, Settlemr:nts and Land Records for conducting survey on field measurement applications (F Line applications), from time to time, u'ithin a period of four' (4) weeks from the date of receipt of a copy of this order, if not already conducted.
8. With the above observations, this Writ Petition is disposed of. There shall be no order as to costs
