BHASKAR REDDY WRIT PETITION No.14017 of 20/25 ORDER: It is stated that the petitioner is the owner and possessor of the land admeasuring Acs.3.02 guntas in Sy.No.328/ 1, situated at Shamshabad Village and Mandal, Ranga Reddy District, having acquired the same by way of inheritance. It is further stated that the name of the petitioner was recorded as pattadar in the revenue records and pattadar passbook bearing No.438794 uid.e Patta No.2253 was issued in his favour under the provisions of the Telangana Rights in Land and pattadar Passbooks Act, l97l (for short 'the ROR Act, 197 l"). It is further submitted that the petitioner made representations, dated, 22.04.2025 and 09 .O4.2O25 seeking for issuance of e-pattadar passbook under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act,2O2O (for short "the Act 9 of 2O2O"l to enable him to receive various incentives sanctioned by the Government as investment subsidies for cultivation of the subject iand. The grievance of the petitioner is that the respondent authorities, without conducting any enquiry on the representations and disputing that the nature and classification of the lands in Sy.No.328, did not consider the said representations. | I.s,,o' - *71* II 1 2 CVBR, J Wp l4ot7 _2025

2. Considered the submissions of the learned counsel for the respective parties and with their consent, this writ petition is being disposed of at the admission stage

3. Sri L.Ravinder, learned Assistant Government Pleader for Revenue, has not disputed the submission of representations by the petitioner. Learned Assistant Government Pleader further submitted that since the Act 9 o[ 2O20 has been repealed and replaced by the Telangana Bhu Bharati (Record of Rights in Land) Act,2025 (for short "th€ Bhu Bharati Act") and in terms of the provisions of the Bhu Bharati Act, Rules have been framed commonly called as Telangana Bhu Bharati (Record of Rights in Land) Rules, 2O25 (for short "the Bhu Bharati Rules") uide G.O.Ms.No.39, Revenue (Land Administration-l) Department, dated 14.O4.2025, the petitioner is entitled to make an appropriate application in Bhu Bharati Portal and if the petitioner makes such application duly paying the prescribed fee, the respondent authorities u,ould consider the same in accordance with law.

In view of the above submissions, this Court is of the opinion that the ends of justice would be met if the petitioner is permitted to make a fresh application under the provisions of :)CP*#: J 3 CVBR. J wp 14017_2025 the Bhu Bharati Act and the Rules made thereunder and in the event of such application being submitted by the petitioner, the respondent authorities shall consider the case of the petitioner for issuance of e-pattadar passbook. In any event, if the petitioner did not comply with the requirements of the provisions of the Bhu Bharati Act and the Rules made thereunder, pass a reasoned order and communicate the reasons thereon to the petitioner. The entire exercise shall be completed within a period of eight (Og) weeks from the date of receipt of a copy of the petitioner,s application.
