It is stated that the petitioner is the absolute owner and possessor of agricultural land admeasuring Acs. 2.29OO guntas in Survey No.410/EE, Acs. 2.1700 guntas in Survey No.411/E, totaling to Acs' 5 06 guntas, situated at Lemoor Village, Kandukuru Mandal (for short, 'the subject propertyJ and the name of the petitioner is mutated in the revenue records and e-pattadar passbook uide Passbook No.T0511O121669, Khata No. 1289 was also issued in favour of the petitioner under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 2O2O. It is further stated that when some of the neighbouring land owners started disturbing the boundaries of the subject land, petitioner had submitted F- Line application uide apPlication No. TTDERO225O 1132842 dated 27 .O1.2O25 to respondent Nos.2 to 4 by paying requisite fee to conduct I --1 F 2 CVBR, J W.P.No.136O2 of 2025 survey of the subject property and rrx the boundaries. The grievance of the petitioner is that even after receiving the said F-Line application, the respondent authorities are not conducting survey and hxation of the boundaries.
3. Considered the submissions of the learned counsel for the petitioner and learned Assistant Government pleader for Revenue appearing for the respondents and with their consent this writ petition is disposed of at the admission stage.
4. karned counsel for the petitioner has sr-rbmitted that in terms of the circulars issued by the commissioner, survey, settlements and Land Records, the rcspondents are bound to consider the apprication within 45 days from the date of the application after collecting nccessary charges.

Learned Assistant Government pleader for Revcnue appearing for the respondents has submitted that the respondent authorities wil consider the aforesaid F-Line application submitted by the petitioner by foliowing due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries.

It is settled law that the Survey Department has the authority to conduct survey and demarcate rands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasri (Act No. VIII or r3rz Fasli), the Telangana Survey and Boundaries Act, 1923, and, lhe Rules framed l I I thereunder. The Government has issued various circulars specifying the |J CVBR, J W.P.No.13602 of 2025 conditions for conducting surveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulhlled, the surveyandboundaryfixationmaybeconducted.Thecommissioner,Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time uide Rc.No.N1/6543/99 dated 25.07.2OOr, Rc.No.N1/1408/07 dated t I
13.o7.2oo7andRc.No.N2/174:rl2olodated18.05.2010stipulatingthe conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulhls alt the conditions of the said circular, it is an obligation for the respondents to conduct survey within the time specified in the said circulard.

In view of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondents Nos'4 and 5 to examine the petitioner,s F_Line application uide application No.TTDERO22 5Ol132842 dated 27.O1.2025 submitted for conducting survey al]d demarcation by fixing boundqry stones to the petitioner's land to an extent of Acs. 2.2900 guntas in Survey No.aIO/EE, Acs 2'1700 guntas in Survey No.411/E, totaling to Acs. 5.06 guntas, situated at Lemoor village, Kandukuru Mandal and if the petitioner fulfils ali the conditions mentioned in the circulars issued by the commissioner, survey, Settlements and Land Records from time to time, after issuing notices to all the persons interested L:**.'+*, * 4 CVBR, W.P.No.13602 of 2025 and adjacent pattadars and after considering their objections, respondent Nos.2 to 4 shall conduct survey of the aforesaid 1and, within a period of eight (O8) weeks from the date of receipt of a copy of this order.
