ANURAG, SC FOR TGSRTC Counsel for the Respondent No.4: GP FOR TRANSPORT DEPARTMENT The Court made the following: ORDER - THE HON'BLE SRI JI,'STICE NAMAVARAPU RAJESI{trIAR RAO WRIT PETITION No. L396O of2025 ORDER: The present writ petition has been filed under Article 226 of the Constitution of India by the petitioners, who are working as RTC Constables in the Greater Hyderabad Zone (GHZI of Telangana State Road Transport Corporation (TGSRTC), seeking direction to the respondent authorities to adhere to the unit system for promotions and transfers and ensure that promotions within GHZ are not adversely affected by transfers from other zones'

Heard Sri P.Venkateshwer Rao, learned counsel appearing for the petitioners, Mr. R.Anurag, learned Standing Counsel for TGSRTC appearing for respondent Nos.1 to 3, and learned Government Pleader for Transporl Department appearing for respondent No'4 and perused the material available on record. Learned counsel for the petitioners submits that the 3. petitioners were appointed as RTC Constables (earlier Security Guards) in the Greater Hyderabad Tnne (GHZI in the year 2013, vide Ofhce Order dated O5.O3.2O 13 issued by respondent No'3, having undergone training since i2.10.2O12 and are working as such It is further submitted that the designated unit of appointment for the petitioners' unit is GHZ. Thef,cfgtre, transfers and promotions 2 should occur within this unit. The next promotion is RTC constable to Head Constable and thereafter, Assistant Security Sub_Inspector. From the next promotion for the post of Security Sub_Inspector, the transfers will be in multi-zone.
4. Learned counsel for the petitioners further submits that the RTC Constables in GHZ, appointed in the year 2O13, have been awaiting for promotion for the past 12 years. However, RTC Constables from the Hyderabad Zone (comprising MBNR, NLG, MDK, and RR districts) are being transferred to GHZ upon request by retaining their seniority and securing promotions as Head Constables. Consequently, GHZ Constables are losing promotion opportunities due to the retention of seniority by transferees. It is further submitted that this p.actice contradicts the established regulations, as per which the translers on rcquest should result in the loss of seniority in the original unit. Learned counsel for the petitioners further submits that the petitioners submitted a representation dated 11.O3.2O25 to respondent No.2 in this regard.
5. At this juncture, learned Sranding Counsel appearing for the respondents submits that they have no objection to dispose of the representation dated I l.O3.2O2S submitted by the petitioners. 3

Having considered the submissions made by the learned counsel for both the parties and without going into merits of the case, the respondent authorities are directed to dispose of the representation dated I l'Og'2O25 submitted by the petitioners and pass appropriate orders thereon in accordance with law within a period of eight (08) weeks from the date of receipt of a copy of this order.
