BHASKAR REDDY ORDER: WRIT PETITION No. 1 3575 of 2o.25 It is stated that the petitioner is the owner and possessor of the land admeasuring Acs.3.OO guntas in Sy.No.3g and Acs.4.0O guntas in Sy.No.4O, situated at Andugula Village, Madugula Mandal, Mahabubnagar District. It is further stated that the name of the petitioner was mutated in all the revenue records and pattadar passbook No.64l0 uide patta No.240 was issued in her favour under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, l97l (for short "the ROR Act, 1971") and the Rules made thereunder. It is further stated that, while issuing e-pattadar passbook under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 2O2O (for short "the Act 9 of 2O2O"l, the land to an extent of Acs.3.OO guntas in Sy.No.3g was missing and, therefore, she made online application uid.e Receipt No.AB 7983O4O seeking for incorporation of missing extent and consequential issuance of amended pattadar passbook. The grievance of the petitioner is that, even after receipt of the said application, the respondent authorities did not consider the same. Hence, the writ petition. l Wp CVBR. Learned counsel for the petitioner has vehemently contended that the entries made in the pattadar passbook are only compilation of the survey numbers and the accounts for the extent being mentioned in a particular village and therefore, it does not take away the right of the petitioner in any manner unless the entries in the revenue records are corrected by following due procedure.

Sri L.Ravinder, learned Assistant Government pleader for Revenue, has not disputed the issuance of pattadar passbook in favour of the petitioner and also submission of the application by the petitioner. Learned Assistant Government pieerder further submitted that, pending examination of the petitioner,s application, the Act 9 of 2O2O has been repealed and replaced by the Telangana Bhu Bharati (Record of Rights in Lanrl) Act, 2O2S (for short "the Bhu Bharati Act") and in terms of the provisions of the Bhu Bharati Act, Rules have been framed commonly called as Telangana Bhu Bharati (Record of Rights in Land) Rules, 2025 (for short "theT|fu Bharati Rules") ur'de G.O.Ms.No.39, Revenue (Land ( I I l { CVBR, J Wp 13575 2025 Administration-l) Department, dated 14.O4.2025. Learned Assistant Government pleader further subr4its that since the petitioner has made an application under the pfovisions of the Act 9 of 2O2O and in view of the replacement of the Act 9 of 2O2O witt- Bhu Bharati Act, the petitioner is entitled to make an appropriate application in Bhu Bharati portar and if the petitioner makes such application duly paying the prescribed fee, the respondent authorities would consider the same in accordance with law. 5. In view of the above submissions, this Court is of the opinion that the ends of justice would be met if the petitioner is permitted to make a fresh application under the provisions of the Bhu Bharati Act and the Rules made thereunder and in the event of such application being submitted by the petitioner, the respondent authorities shall consider the case of the petitioner for data correction and consequential issuance of amended pattadar passbook. In any event, if the petitioner does not comply with the requirements of the provisions of the Bhu Bharati Act and the Rules made thereunder, pass a reasoned order and communicate the reasons thereon to the petitioner.
