Petition Under Article 226 of the Constitution of lndia praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a writ, order or direction more particularly one in the nature of writ of mandamus to declaring the to pass any writ order or direction one more particutarly in the nature of [t4andamus by calling for reports relating to the affairs and management of the HPS Begumpet and Ramanthapur a)by directing the Board of Governors and the State to file a report before this Hon'ble court with regard to the developments after the Judgement of this Hon'ble court in WP No- 8391 of 1997 and batch reported in 1998 (3) ALD 775. b)Reasons for closure of SC/ST Hostel in HPS Begumpet and HPS Ramanthapur c)lmplementation of reservation to the SC/ST and Backward classes in matters of admission and recruitment of the employees d)Management of funds - The Management of the funds collected by way of huge fees from the students of Respondent No.7 and B, the method of application of the of the schools revenue and the policy of surplus revenue management e)Method adopted rn out sourcing of contracts relating to sports, catering, Teaching, security, ERP lT Management and other services in the schools by enlisting the regular, contract and non-regular teaching staff, as whether approval of the Board of Governors is obtained f)whether permission is granted by the Government for constructing the new building, permissions obtained from the GHMC and amounts spent on the conslruction of the said buildings in the heritage site g)Total extent of land in possession by the Respondent No.7 and B and the action taken on encroachments by the Respondents h)Recruitment process transparency and unifolmity is payment of salaries of the teaching and non-teaching staff i)Direct the respondent No.4 to conduct survey and remove the encroachments in the Government lands leased the schools and j)Rendition of accounts of the society on annual basis to the Govt for suitable enquiry on the fund utilization of the HPS society, k)to appoint independent vigilance team comprising of vigilance commissioner along with a team of specialized in the school administration department. l) to declare the action of the Government in not taking any action against the HPS Society against the claims of ownership and title to the school properties and the schools are being managed like private intuitions for making profits, irresponsible expenditure, diluting the standards of education in the state owned premier heritage institution as illegal, uncon stitutional and consequently direct the Government take necessary steps for proper management of the schools. l.A.NO:1 OF 2025 Petition Under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to direct the HYDRA, Respondents No.4 to inspect the land, conduct survey along with respondent No.11 and to file report on the encroachments in the Government lands held by the HPS Society and the HPS schools in Begumpet and Ramanthapur and file a report before this Hon'ble court pending disposal of this petition. l.A.NO:2 OF 2025 Petition Under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to direct the Respondents No.1 and 2 to conduct inspection into the Financial records, policy on fixing the tuition fees, other fees being collected from students by the HPS Society and the HPS Begumpet and HPS Ramanthapur and file a report before his Hon'ble Court pending disposal of this petition. After having heard learned counsel for the petitioner and learned Government Pleader for Education appearing for respondent Nos.1 and 2 in particular, 'we are of the view that since the petitioner has made a representation before an authoritv ',vho is the Secretary of thc trducation Dcpartrlcnt, respondcnt No.1 would cxamine the rcpresentation of the petitioner dated 15.04.2025, rn accordarce with larv, '"r,ithin a pcriod ol three months. Respondent No.1 shall also cxamine whethcr the petitioner-School ]S governed by the Andhra Pradesh trducational Institution s (Establishment, Recognition, Administratior-r ar-rd Control oI Scl-rools undcr Private l\ilanagement) Rules, 1993 ulde G.O.Ms.No.1, Education (P.S.2) dated O1.01.1994 and is required to erdhcrc to Rules and notification issued thereunder.
