BHASKAR REDDY WRIT PETITION No.12765 of 2O25 ORDER This writ petition is fiIed seeking to dbclare the action of the respondent authorities in rejecting the application No.240010157O, dated 24.09.2024 made by the petitioner seeking for data correction in the Dhara;ri Portal and for consequential issuance of pattadar passbooks pertaining to the missing extent of land admeasuring Ac 1.20 guntas in I Sy.No.934/UU /212 situated at Appannapet Village, Peddapalli Mandal and District, as illegal and arbitrary and consequently prayed for other appropriate reliefs.

It is stated that the petitioner is the owner and possessor of various extents of land situated at Appannapet Village, Peddapalli Mandal and District, and his name is mutated in the revenue records and the revenue authorities issued pattadar passbooks in his favour. The case of the petitioner is that he made an application bearing No'24001O 1570, dated 24.O9 '2024 before the respondents by enclosing all the relevant documents, requesting for passbook data corrections in the Dharani Portal and for consequential issuance of pattadar passbooks 2 pertaining to the missing extent of land admeasuring Ac.7.2O guntas in Sy.No.934/UU /2/2 and the sarne was rejected vide order dated 10.11.2024 without assigning any reasons. Hence, the writ petition.

3. Considered the submissions of Sri C. Hari preeth, learned counsel for the petitioner and Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents and with their consent, this writ petition is being disposed at the admission stage.

4. This Court has carefully examined the impugned order rejecting the application submitted for data corrections in the Dharani Portal. Except stating that the "grievance rejected", no valid reason whatsoever has been assigned to enable the petitioner to take appropriate action. Since the impugned order is not in consonance with the principles of natural justice, the same is liable to be set aside and accordingly, the same is set aside.

At this stage, the learned Assistant Government pleader for Revenue has submitted that Telangana Rights in Land and Pattadar Passbooks Act, 2O2O (for short "the Act 9 of 202O") has been repealed and replaced with Telangana Bhu Bharati (Record I I I I of Rights in Land) Act,2025 (for short'the Act 1 of 2025') and if the petitioner submits online application in the prescribed format in Bhu Bharati Web Portal and if the sarne fulfills all the requirements of the Act I of 2025 and the Rules made thereunder, the respondent authorities will consider the same, in accordance with law.

In view of the above submissions, this Court deems it appropriate to permit the petitioner to make appropriate online application in the prescribed format in Bhu Bharati Web Portal, seeking correction of entries in the revenue records and for issuance of pattadar passbooks in respect of subject lands. In the event of such application being made by the petitioner and if the same fulfills all the requirements under the provisions of the Act 1 of 2025 arrd the Rules made thereunder, the respondent- authorities shall examine and consider the case of the petitioner. In any event, if the application of the petitioner does not fulfill the requirements of the Act I of 2025 ar;.d the Rules made thereunder, the respondent-authorities shall pass a reasoned order, in accordance with law and communicate the sarne to the petitioner. The entire exercise shall be completed within a period of three (03) months from the date of receipt of the application. ,/ I I I I I I I I I I I I

7. With the above observations, this Writ petition is aliowed. There shall be no order as to costs.
