Counsel for the Petitioner: SRI TENNETI NARESH Counsel for the Respondents: AGP FOR REVENUE The Court made the following: ORDER THE HON'BLE SRI JUSTICE C.V.BHAS KAR REDDY WRIT PETITION No.12343 of2o25 ORDER: This writ petition is filed seeking following relief: "For the reasons stated in the accompanying aflidavit, it is prayed that this Hon'ble Court may be pleased to issue a writ, ordei or direction, more particularly one in the nature of writ of Mandamus dectaring the action of the respondents 2 arrd 3 in not conducting survey and not foxing boundaries to the petitioner's agricultural land situated in an extent admeasuring Ac_0_21 gts in Sy.No.497 situated at Rachaloor Village, Kandukur Mandal, Ranga Reddy District in pursuance of petitioner,s F-Line application No.DERO224 O1ll22ga dated 26-17-2024 as illegal, arbitrary, violative of principles of natural justice and consequently diiect the respondents 2 and 3 to conduct suwey and fix the boundaries for the. petitioner,s agricultural land situated in an extent admeasuring Ac.0-21 gts in Sy.No.497 situated at Rachaloor Viltage, Kandukur Ma,dal, Ranga Reddy District and to pass such other order or orders as this Hontrle Court may deem fit and proper in the circumstances ofthe case."

It is stated that the petitioner is the absolute owner and possessor of agricultural land admeasuring to an extent ofAcs. 0.21 guntas in Survey No.497, situated at Rachaloor Village, Kandukur Ma,dal, Ranga Reddy District (for short, 'the subject land'), having devolved the same from his a.cestors and his name was mutated in the revenue records and ncw pattadar passbook and title deed was also issued to him by the 2nd respondent uide No.T05l1orrr2rz under the provisions of the Telangana Rights in Land and Pattadar passbooks Act,2o2o. It is further stated that the petitioner submitted an F-Line application dated, 26.Lr.2024 uide Application No.DER02240 lll22ga to respondent Nos.2 and 3, by paying requisite fee to conduct survey of the subject rand and fix the boundaries. The grievance of the petitioner is that even after receiving the said F-Line ,. i 2 CVBR, J W.P.No.12343 of 2025 application, the respondent authorities are not conducting survey and hxation of the boundaries.
3. Considered the submissions of the learned counsel for the petitioner and learned Assistant Government Pleader for Revenue appearing for the respondents and with their consent, this writ petition is disposed of at the admission stage.
4. Learned counsel for the petitioner has submitted that in terms of the circulars issued by the Commissioner, Survey, Settlements and Land Records, the respondents are bound to consider the applicatlon within 45 days from the date of the application after collecting necessary charges.

Sri L.Ravinder, learned Assistant Government Pleader for Revcnue appearing for the rcspondents has submitted that the respondent authorities will consider the aforesaid F-Line application submitted by the petitioner by following due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries.

It is settled iaw that the Survey Department.has the authority to conduct surwey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of l3l7 Fasli), the Telangana Surwey and Boundaries Act, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (field measurement) a CVBR, J W.P.No.12343 of 2025 surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulhlled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.N I /6543 /99, dated 25.07 .2OO1, Rc. No.N 1 / I4O8 / O7, dated
73.O7.2OO7, and Rc.No.N2 l174ll2O1O, dated 18.05.201O stipulating the conditions for conducting suruey of private lands and as per the said circulars, if the petitioner fulhls all the conditions of the said circular, it is an obligation for the respondents to conduct survey within the time specified { { in the said circulars. 7 . In view of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondents Nos.2 and 3 to examine the petitioner's F-Line application uide No.DERO224Olll2298 dated 26. ll.2o24 submitted for conducting survey and demarcation by fixing boundary stones to the petitioner's lald admeasuring to an extent of Acs. 0.21 guntas in Survey No.497, situated at Rachaloor Village, Kandukur Mandal, Ranga Reddy District and if the petitioner fulhls all the conditions mentioned in the circuiars issued by the Commissioner, Survey, Settlements and Land Records from time to time, after issuing notices to all the persons interested and adjacent pattadars and after considering their objections, respondent Nos.2 and 3 shall conduct survey of the aforesaid land, within a period of eight (08) weeks from the date of receipt of a copy of this order. 4 CVBR, J W.P.No.12343 of 2O25
8. With the above observations, this Writ Petition is disposed of. There shall be no order as to costs. As a sequel, the miscellaneous petitions pending, if any, shall stand closed. To
