It is stated that the petitioners have purchased the land admeasuring Ac.50.39 guntas in Sy.Nos. 163, 164/1, 165, 166, t67, 768, t6g, 7ZO, 17 111, 172/1, 172/2, 173ll, 174/l,7ZT, 178 & 179, siruated at Gundlapochampally Village, Medchal Manclal, Medchal Malkajgiri District (erstwhile Ranga Reddy District). It is further stated that after purchasing of the said land, the petitioner No.1 has made an application to the 5th respondent-Tahsildar seeking conversion of the land purchased by the petitioners from agricultural purpose to non-agricu ltu ra I purpose.

Mr.A Venkatesh, learned Senior Counsel appearing for the petitioners contented that the petitioners have complied with all the requirernents by paying necessary charges for conversion of the said 1and. It is also contended thal as on date, therc are no cases pending whatsoever against the subject land prohibiting the respondent from entertaining the application for conversion under thc Provisions of Nala Act.

The grievance of the petitioners is that the respondents are not recciving any application submitted by the petitioners either oniine through Dharali portal as per the provisions of Nala Act or receiving manual application for conversion of the said land from agricultural purpose to non-agricultural purpose. As per Section 5 of the Nala Act' the Tahsildar is the competent authority in respect of the lands situated \Mithin its territorial jurisdiction for conversion of land from agricultural purpose to non-agricultural purpose The Rules made under the Act specifically says that after payment of requisite charges/ fees for conversion, the Tahsildar is the competent to grant permission for conversron' It is stated that when the petitioner No'1 has approached the 6. 5d' respondent with a manual application seeking conversion of the subject land duly enclosing all necessary documents and by paying conversion fee, the respondents have not received the same and directed the letitioirer to make online apprication. It is stated that even in the online portal also' there is no option available for receiving the application seeking for conversion on the ground that the Telangana Rights in Land and Pattadar Pass Books Act' 2O2O ' is replaced with the Telangana Bhu Bharathi (Record of Rights in Land) Act, 1 ol 2025 ' In view of the above' the 5th respondent-Tahsildar is directed 7. to accept the manual application submitted by the petitioner (15) days from the dale of receipt of copy within a period of .hfteen of this order and after conducting inquiry on the said application shall pass an order in terms of the Telangana Agricultural Land 4 CVBR, J Wp_12287 2025 (Conversion for Non-Agrrcultural purposes) Act, 20O6 (also known as the NALA Act) and communicate the same to the petitioners within a period of four (04) weeks thereafter. 8 With the above observations, this Writ petition is disposed of There shall be no order as to costs.
