VADLAKON6A RAVI KL MAR REDDY Counsel for the Respondents: GP FOR REVENUE The Court made the following: ORDER i I I I THE HON'BLE SRI JUSTICE C.V.BHASI{AR REDDY WRIT PETITION No.11925 of.2O25 ORDER: This writ petition is filed seeking following relief: "For the reasons stated in the accompanying affidavit, the petitioners herein pray that this Hon'ble Court may be pleased to issue an appropriate Writ, Order or Direction more particularly in the nature of Writ of MANDAMUS declaring action of the respondents 3 to 6 in not conducting the survey and not fixing the boundaries to the petitioners' agricultural lands in an extent of Ac'2.O0 guntas of Sy.No.7i3/G and in an extent of Ac.1.33 guntas ofSy.No 713/D/l/A situated at Samudrala Vitlage, Ghanpur (Stn.) Mandal, Jangaon District in pursuance of Fonhne applications vide Transaction ID Nos TTDER02240l I10162 and T'|DERO224Oll10219 dated l9-ll-2O24 as rllegal, arbitrary and violative of principles of natural justice and also violative of the provisions of Survey and Boundaries Act apart from being violative of Articles 14, 2l and 3OO-A of the Constitution of lndia and consequently direct the respondents 3 to 6 to conduct survey and fix boundaries of the above stated subject lands of the petitioners prop.. in the circumstances of and pass such other orders as may deem fit "ni the case. It is stated that the petitioners are the absolute owners and possessors of agricultural land admeasuring Acs. 2.OO guntas in Survey No.713lG and Acs. 1.33 guntas in Survey No.713/D/ 1/A, situated at Samudrala Village, Ghanpur (Stn.) Mandal, Jangaon District (for short, 'the subject landJ. It is further stated that the names of the petitioners were reflected in all the revenue records as pattadars and the revenue authorities also issued e-pattadar pass books under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 2O2O and they are also cultivating the subject land by receiving aid from the Government such as Rythubandhu scheme etc. It is further stated that since the subject land is L-- 2 CVBR, J W.P.No.11925 of 2O25 displaced in the recent past and in order to avoid unnlcessary litigation and quarrel with the neighbouring land owners, the petitioners have submitted F-Line applicatior-rs dated 19 .71 .2024 uide Transaction ID Nos. T'|DERO2240l \ 10162 and TTDtrRO224O1ll12l9 to respondent Nos.3 to 6 by paying rcquisitc fee to conduct survey of the sutrler:t land and fix the boundaries. The grievance of the petitioners is that e',.en after receiving the said F-Line applications, the respondent authoritres are not conducting survey and fixatir>n of the boundaries.
3. Considered the submissions of the learned counscl for the petitioners and learned Assistant Government Pleader fcr Revenue appearing for the respondents ancl with their consent, this writ l)etition is disposed of at the admission stage.
4. Learned cournsel for the petitioners has sulrmitted that in terms of the circulars issued by the Commissioner, Survey, fiettlernents and Land Records, the respondents are boured to consider thc zLpplication within 45 days from the datc of the application after collecting necessary charges.

Sri L.Ravinder, learned Assistant Governtnent Pleader lor Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F-Line applicatic ns submitted by the petitioners by follou'ing due procedure laid down unc.er law and conduct survey and demarcate thc subject land by fixing boundaries. :."ff". 3 CVBR, J W.P.No.11925 of 2025

It is settled law that the Survey Depa-rtment has the authority to i conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundaries Act, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulhlled, the survey and boundary hxation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to tirne uide Rc.No.N 1/6543/99 dated 25.O7.2fOL, Rc.No.N 1/ 1408/07 dated
13.07.2OO7 and Rc.No.N2 ll74ll2OlO dated 18.05.2O10 stipulating the \ conditions for conducting survey of private lands and as per the said circulars, if the petitioner fullils all the conditions of the said circular, it is { a an obligation for the respondents to conduct survey within the time specified in the said circulars.
7. In view of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondents Nos.3 to 6 to examine the F-Line applications dated 19. I1.2O24 uide Transaction ID Nos. TTDERO2240111O162 and TTDER0224O1110219 submitted bv the petitioners for conducting survey and demarcation by fixing boundary stones to the petitioners' land admeasuring Acs. 2.0O guntas in Survey No.713/G 4 CVBR, J W.P.No.11925 of 2O25 B\*6 .\ and Acs. 1.33 guntas in Survey No.713/D/ 1/A, s tuated at Samudrala Village, Ghanpur (Stn.) Mandal, Jangaon District and if the petitioners fulhl all the conditions mentioned in the circulars issued by- the Commissioner, Survey, Settlemt:nts and Land Records from time lo time, after issuing notices to all the persons interested and adjace_nt pattadars and after considering their objcctions, respondent Nos.3 to 6 strall conduct survey of the aforesaid land, rvithin a period ol eight (08) rve:ks from the date of receipt ol a copy of Lhis order.
