11.O4.2024 submitted by the petitioner seeking for conducting survey and demarcation of the land to an extent of Acs.2.28 guntas in Sy.No.262/trtr; Acs.2.28 guntas in Sy.No.262/AA/2; Acs.2.OO gunts in Sy.No.3a7l 1/5/9; Ac.1.16 guntas in Sy.No.39O/trtr and Ac.3.20 guntas in Sy.No.260/AA, situated at Ankampaiem Village, Dammapeta Mandal, Bhadradri- Kothagudem District, as i11egal, arbitrary and violative of Articles 14, 79, 2l and 300-A of the Constitution of India and for other appropriate reliefs.

It is stated that the petitioner is the pattadar and possessor of the agricultural land to an extent of Acs.2.28 guntas in Sy.No.262/EE; Acs.2.28 guntas in Sy.No.262lAAl2; Acs.2.OO gunts in Sy.No.3a7 I I I 519; Ac. 1 . 16 guntas in Sy.No.39O/trE and Ac.3.20 guntas in Sy.No.260/AA, situated at Ankampalem Village, Dammapeta Mandal, Bhadradri- Kothagudem District. It is further stated that the name of the 2 CVBR, J Wp 11727 2025 petitioner was reflected in all the revenue records as pattadar and the revenue authorities also issued e-pattadar pass book bearing No.T27 700020062 uide Khata No.66 under the provisions of the Telangana Rights in Land and pattadar Passbooks Act, 2O2O. It is further stated that when the neighbouring land owners have sta_rted disturbing the boundaries of the subject land the petitioner had submitted F_ Line application, dated 1I .O4.2024 to respondent No.4, by paying requisite lee to conduct survey of the subject land and hx the boundaries. The grievance of the petitioner is that even after receiving the said F-Line application, the respondent authorities are not conducting survey and fixation of the boundaries.

Considered the submissions of the learned counsel for the petitioner and learned Assistant Government pleader for Revenue appearing for the respondents and \,vith their consent this writ petition is disposed of at the admission stage. 4 . Learned counsel for the petitioner has submitted that in terms of the circular issued by the Commissioner, Survey, Settlements and Land Records, the respondents are bound to J (.VBR, J Wp._11727 _2O25 consider the application within 45 days from thc date of the applicaLion after collecting necessary charges.
5. Sri L. Ravinder, learned Assistant Gove rnment Pleader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F-Line application submitted by the petitioner by lollowing due procedure laid down under law and conduct survcy and demarcate the subject land by Iixing boundaries

[t is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance rvith the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Tclangana Survev and Boundaries Act, 1923, and the Rules framed thercunder. The Government has issued various circulars specilying the conditions for conducting surveys, particularly F Line (field measurcment) surveys. Individuals requesting such surveys are required to submit speciflc documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant 4 CVI]R, J Wp 11727 7025 circulars from time to Limc vide Rc.No.Nl /6543199, dated
25.O7.2OO1, Rc.No.N1/ l4O8/07, dated 13.07.2OO7, and Rc.No.N2/ 174l l20\O, dated 18.05.2010 stipulating the conditions for <:ondur:ting survev of private lands and as per the szrid circulars, if thc petitior-rer fulfils all the conditions ol' the sard. circular, it is ar-r obligation for thc respondents to conduct survey within thc time specified in the said circulars
