THE HON,BLE SRI JUSTICE C.V.BHASKAR REDDY , WRIT PETITION No.11787 OF 2o25 ORDER: It is stated that the petitioner is the owner and possessor of the land to an extent of Ac.0.O5 guntas No.752 /UU I 2, 752 /U 12, 7 52 IEE l2 situated at Village, Kandukur Mandal, Ranga Reddy District, ft""i"g in Survey NeJunur ' !,' purchased the same under a registered sale deed bearing document No. 11643 ot 2O2O, d.ated. 15.O7.2O2O. It is further stated that the petitioner's vendors and their predecessors-in- title are the absolute owners of the subject property and their narnes were also recorded in the revenue records as pattadars and possessors. It is further stated that after purchasing the property, the petitioner has made an application, dated 1,a.O1.2025, seeking for mutation and consequential issuance of the pattadar passbook. The grievance of the petitioner is that even after receipt of the said application, the same is not considered-by the respondent authorities on the ground thht the part of the survey numbers are shown in the list of prohibited properties. Ms.Jyot-sna Devi, learned counsel for the petitioner vehemently ( ontended that in the absence of anv injunction order passecl by the competent Civil Court proh ibiting to alienate the pr operry, the respondents are not having env power or authority nr list the property of the petitioner in the list of prohibited prooerties.

Admitt.edly, the case of the petitioner is thal she had purchased the patta land and there is no injunoion order operlling prohibiting transfer of properties in any mirnner and as such the Sub-Registrar or the Tahsildar is not h aving any power to rvithhold pattadar passbook for the land pur,:hased by the petitioner uide registered sale deed bearing Cocument No.11643 of 2O2O, dated 15.O7.2O2O

Since, it is stated that the petitioner has subrnitted an online dharani application, dated 18.O1.2025 in the prescribed format as prjr the provisions of the Telalgana Rightr; in Land and Pattadar Pasasbooks Act, 2O2O (for short "the Act 9 of 2O20") seeking for mutation of the subject property in her name and consequential issuance of Pattadar passbooks and also deletion of the subject property from the list of l.rrohibited properties, tl-ris Court is of the opinion that the ends of justice ,/ 3 CI'BR, J w..11747 2025 would be met if the respondents are directed to examine the petitioner's application duly taking into consideration the registered sale deed bearing document No. 11643 of 2O2O, d,ated,

15.O7.2O2O and if there are no Court orders prohibiti4g for transfer of the said land or mutation of the same by the Competent Court. In the event if the petitioner is not satisfied with any of the requirements of the provisions of the Act 9 of 2O2O and circular instructions issued by CCLA uide circular No.l of 2021, dated 15.01.2021 and Circular No.l of 4024, dated 28.02.2024, the respondents are directed to pass a reasoned order and communicate the same to the petitioner. The entire exercise shall be completed within a period of eight (8) weeks from the date of receipt of a copy of this order.

5. Accordingly, this Writ Petition is disposed of. There shall be no order as to costs.
