Counsel for the Petitioner : SRI E.VENKATA SIDDHARTHA Counsel for the Respondents No.1&3 : GP FOR ANIMAL HUSBANDARY Counsel for the Respondents No.2&4 : GP FOR REVENUE The Court made the following: ORDER ! 1, I I a r THE HONOURABLE SMT JUSTICE T.MADHAVI DEVI WRIT PETITION No. LL6L9 OF 2025 ORDER: Heard learned counsel for the petitioner and learned Government Pleader for Animal Husbandry appearing for respondent Nos.1 and 3 and learned Government Pleader for Revenue appearing for respondent Nos.2 and 4. With the consent of all the parties, the writ petition is being taken up for disposal at the admission stage itself.

This writ petition has been liled seeking the follou'ing prayer:- "... to issue a writ, order or direction more particularly one in the nature of writ of Mandamus declaring the action of the respondents more particularly Respondent Nos.3:rnd 4 herein not processing the payment for the sheep units supplied as per requirement under SHEEP REARING DEVELOPMENT SCHEME (PROGRAM) (SRDS) for 6 (six) units to the Petitioner despite agreeing that the payments are due from Respondents as illegal, besides in violation of the principles of natural justice and consequently direct the Respondent Nos.3 ald 4 to process the pending payment for 6 (six) units of sheep supplied as per requirement under SHEtrP REARING DEVELOPMENT SCHEME (PROGRAM) (SRDS) (SRDP) to the Petitioner without taking any objection."

3. Learned counsel for the petitioner submits that the petitioner is in the business of sale and supply of livestock 2 for the States of Telangana and Andhra pradesh as per the requrrements. It is further submitted that the then Government of Telangana had introduced a schenre in the name of Sheep Rearing Development Scheme (PROGRAM) (SRDS) for promoting and developing the traditional shepherd r:ommunity, the Kurumas and yaciavas in Telangana. 4 . Learncd counsel for the petitioner submitted that respondent Nos.3 and 4 along with their officials have approached the petitioner and requested for supply of 6 units of sheep, (one unit consists of 20 female sheep and 1 male sheepl. Accordingly, the petitioner supplied the same, but respondent Nos.3 and 4 have not made arry payment to the petitioner. Learned counsel for the petitioner had placed a copy of letter bearing Lr.Roc.No.93g /RTII BIIl2024, dated 19.11.2024, obtained under RTI Act, wherein it is clearly stated that payment of 6 units of sheep is due to the petitioner. It is further submitted that in respect of clearance of due amount, petitioner made representation and sent the same to the respondent Nos.3 3 and 4 on 19.11.2024 and requested to clea-r the due i amount for 6 units of sheep and the same is still pending for consideration, hence, pray this Court to direct the respondent authorities to consider the petitioner representation dated 19.11.2024 and clear the due amount in a time bound period.

Learned Government Pleader for Animal Husbandrv and learned Government Pleader for Revenue did not dispute the same and further submitted that if the said representation is still pending lor consideration, the respondent authorities may be directed to consider the petitioner representation dated 19 .11 .2024 and pass appropriate orders in accordance with law. I

Recording the submission made by the learned counsel appearing on either side and in view .of the fact that payment in respect of 6 units of sheep is due to the petitioner and the order passed by this Court in similar matter, this . Court directs the respondent authorities to make payment of 6 units of sheep due to the petitioner by 4 considering its representation dated lg .I7 .2024 , as expeditiouslv as possible, preferably within a period of four (O4) weeks from the date of receipt of copy of this order, if the petitioner is otherwise etigible and the conditions are met. The copy of proceeding be communicated to the petitioner.
