28.02.2022 submitted by the petitioner seeking for conducting survey and demarcation of the land to an extent of Ac.1.34 guntas in Sy.No.214 I AA; Ac.O.24 guntas in Sy.No.214lE; Ac. 1.33 guntas in Sy.No.214lA and Ac.1.15 guntas Sy.No.215lAA1, situated at Jeerlapally Village, Jharsangam Mandal, Sangareddy District, as illegal and arbitrary and consequently, prayed for other appropriate reliefs.

It is stated that the petitioner is the pattadar and possessor of the agriculture land to an extent of Ac. 1.34 guntas in Sy.No.214 IAA; Ac.O.24 guntas in Sy.No.214lE; Ac.1.33 guntas in Sy.No.214/A and Ac. 1.15 guntas in Sy.No.215/AAl, situated at Jeerlapally Village, Jharsangam Manaal, Sangareddy District. lt is further stated that the name of the pelitioner was reflected in all the revenue records as pattadar and the revenue authorities also issued e-pattadar pass book bearing No.T0905O2OOL88 uide Khata No.247 uhder the provisions of \ I I 't 2 CVBR, J Wp 11458 2025 the Telangzrna Righls in Land and pattadar llassbooks Act, 2O2O . I t is further stated that when some of the neighbourir-rg land owners have started disturbing the boundaries o1'the subject tand, the petitioner had submitted F- Line application, dated 28.02.2022 to respondcnt Nos.3 and 4, by paying requisite fee to conduct survey of the subject land and fx the boundaries. The grievance of the pretitioner is that even after receiving the said F_Line application. the respondent authorities are no[ conducting survey and fixation of the boundaries

3. Considered the submissions of the learnecL counsel for the petitioner and learned Assistant Governme nt pleader for Revenue appearing for the respondents and wir}L their consent this writ perition is disposed of at the admission stage.

Learned counsel for the petitioner has su trmitted that in terms of tl're circular issued by the Commissioner, Survey, Settlements and Land Records, the respondents arc bound to consider the application within 45 days from the date of the application after collecting necessary charges. 3 CVBR, J Wp_l 145E 2025

Sri L.Ravinder, learned Assistant Government Pieader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F-Line application submitted by the petitioner by following due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries.

It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1377 Fasli), the Telangana Survey and Boundaries Act, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (Iield measurement) surveys. Individuals requesting such surveys are required to submit specihc documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation rrray be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.N | / 6543 /99 , dated 25.07.2OO1, Rc.No.N1/L4O8lo7, dated 13.07.2OO7, and 4 CVBR, J Wp I1458_2025 Rc.No.N2/174112O).O, dated 18.05.2010 r;tipulating the conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulfils all the c r:editions of the said circulzrr, it is an obligation for the respondents to conduct survey within the time specified in the said circtrlrrrs. 7 . In vir:w of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing respondents Nos.3 and 4 to examine the petitioner's F-Line application uide No.TTDERO222OO758794, dated 28.O2.2O22,submitted for conducting sutwey and demarcation by fixing boundary stones to the petitioner's land to an extent of Ac. 1.34 guntas in Sy.No.214/AA Ac.O.24 guntas in Sy.No.214lE; 1rc.1.33 gunras in Sy.No.214/A and Ac. 1.15 guntas in Sy.No.2l.5/AA1, situated at Jeerlapal.ly Viilage, Jharsangam Mandal, Sanl3areddy District and if the petitioner fulfils all the conditions mentioned in the circulars issued by the Commissioner, Survey, Siettlements and Land Recorcls from time to time, after issuing notices to all the persons interested and adjacent pattadars and alter considering their objections, respondent Nos.3 and 4 shall conduct survey of the aforesaid land, within a period of eight (g) .,veeks from the date of receipt of a copy of this order. 5 CVBR, J wp_l1458_2025

8. With the above observations, this Writ Petition is disposed of. There shali be no order as to costs.
