For discussion, the facts in w.p.No.10233 of 2o1g are taken as relerence 2- The petitioners have passed ssc & irl in Biectrician Trade. Petitioners 1 to 5 studied up to SSC in warangar District; petitioners 6,7, and 9 studied up to SSC in Khamlnam District; arrd petitioner No.10 studied up to SSC in Karimnagar District, and applied as local candidates- Petitioner No.B stuclied up to SSC in Nalgonda District; she is applying as a non-roca1/open candicrate in TSNpDCL. It is stated that Notification No. I of 2018, dated l6.O2.2ola, was issued by respondent No.l for the posts of Junior Linemen, a,d as per the said notification, 2553 posts were notified. As per notification paragraph V, the Rure of Reservation would be forowed. It is stated that no specific prohibition was made with respect to women candidates applying. Similarly, no women reservation was provided in the 'qotification. However, the software provided by the respondents I w'P.No.10233 of 2018 and barcha NB 2 for receiving online applications is accepting applications only from male candidates, ar-rd applications from women candidates are not being accepted. As per Regulati on 22-A (2) of the APSEB Service Regulations, in the matter of direct recruitment to posts for which women and men are equally suited, other things being equal, preference shall be given to women, and they shall be selected to an extent of at least 33 1 l3% of the posts in each category of OC, BC, SC, and ST quota. Therefore, in a similar matter, this Court granted an interim order dated 13.O3.20 18 in I.A.No.1 of 2018 in W'P' No' 8050 of 2018, directing the respondents to. issue the applications and receive the same manually and permit the petitioners to participate in the selection process. The petitioners, having noticed the same, approached respondent No.1 on 20.03.2018, but the respondents refusecl to issue and receive the applications from the petitioners. Hence, the writ Petition.

3. Heard Sri Nayakwadi Ramesh, learned counsel for the petitioners and sri A.chandra Shaker, learned standing counsel for TSNPDCL for respondents. Perused the record' 3 NB(I W.P.No.10233 of2018 and barch

This Court uide interim order dated 2g.O3.2OlB in I.A.No.1 of 2O1B granted interim directior-r a,d the same reads as follows: "But, the fact remains, prima facie, it appears thar the Regulation 22_A (il) of the ApStrB Service Regulations, which has been adopted by the 1"r respondent, provides \\romen rcservation in Junior Linc Mcn posts. In view of the above, pending lurther orders, petitioners shall be issued applications lor the post of Junior Line Men in lsr respondent_Company and their applications for the said post shall be received manually and they shall be allowed to participate in the selection process. However, final results of petitioners shall not be declared until further orders.,,

Learned counsel for the petitioners submits on the lines of the writ affidavit and states that, in view of the interim order dated 29.o3.2ora in I.A-No.1 of 2018 passed by this court, the petitioners have appeared for the written test and pole climbing test, and the final results of the petitioners have not yet been declared and are kept in a sealed cover. He further states that the respondents did not provide any concessions or safety measures to the women candidates at the time of the pole climbing test and requests this Court to give an \ o NBIr"i w.P.No.10233 of2018 and barcl: 4 opportunity to the petitioners by directing the respondents to conduct the pole clirnbing test afresh for the petitioners. 6- Learned Standing Counsel for the respondents produced a copy of results of pole climbing test ol the petitioners in a sealed cover, wherein it is stated that the petitioners failed in the pole climbing test and are not eligible for the said post. As such, the writ petition is liable to be dismissed. In view of the submissions made by the learned counsel for the 7 . petitioners and the learned Standing counsel for the respondents, it can be seen from the Notif,rcation dated 16.O2.2OIa at paragraph VIII that the caldidates who qualify in the pole climbing test will only be eligible for appointment to the post of Junior Line Men Therefore, as ttre petitioners failed in the pole climtling test, they are not eligible for the post of Junior Linemen. Even if al opportunity is given to the petitioners to appear once again for the pole climbing test, considering the age of the petitioners, it wculd be very difficult for them to climb the pole. Therefore, the contention of the learned counsel for the petitioners to conduct the pole climbing test a-fresh is untenable and incorrect. 5 NB(,I W.P.No.10233 of2018 and barch B.
