BHASKAR REDDY WRIT PETITION No.11157 of 2O25 The present writ petition is filed seeking to declare the action of respondent No.4 in issuing the impugned No.B 1382 /2025, dated 07 .O3.2O25 and rejecting to conduct survey and demarcation of the land of the petitioner to an extent of Ac'2 00 gts in Sy.No.533/AA1, Ac. 1.15 gts', in Sy.No.533/AA2, Ac'2.3O gts ln Endorsement vide File . Sy.No.538/AA, total extent of Ac.6.O5 gts., situated at Ibrahimpatnam Khalsa Village, Ibrahimpatnam Mandal, Ranga Reddy District, as illegal, arbitrary and for other appropriate reliefs.
2. Considered the submissions of the learned counsel for the respective parties and perused the record. It is stated that the petitioner is the owner and possessor of the
3. land to an extent of Ac.2'OO gts. in Sy.No.533/AA1, Ac' 1.15 gts , in Sv.No.533/AA2, Ac.2.3O gts. in Sy.No.538/AA, total extent of Ac'6'05 gts., situated at Ibrahimpatnam Khalsa Village, Ibrahimpatnam Mandal, Ranga Reddy District, having inherited the same from his ancestors. It is further stated that his name has been recorded in the revenue records and pattadar passbook was also issued as per the Telangana Rights in Land and Pattadar Passbooks Act, l97l uide passbook No.T05O9OO71432, Khata No.3419. It is further stated that when disputes arose with the neighbouring owners, the petiLioner was \\ , 2 constrained to make F-line application vide No.DER02220 07 40444, dated 21.O1.2022 on the filb of respondent Nos.4 and 5 seeking to conduct survev and demarcation of the subject lands by fixing boundary stones. It is further stated that respondent No.4, uide impugned Endorsement in File No.B/Sa2/2O25, dated OT.O3.2O2S rejected the F-line application submitted by the petitioner on the ground that adjacent pattadars have raised objections over the boundaries and not present at the time of conducting the panchanama.

Learned Assistant Government pleader for Revenue appearing for the respondents. on instructions, would submit that acting on the p-line application submitted by the petitioner, survey has been conducted on 2O.O4 .2023, by issuing notice to adjacent pattzrdars and tounch map was also prepared for the localization of lhe lands. However, adjacent pattadars have raised the boundaries and not present at the time of objections over conducting the parnchanama and hence, panchanama couid not be the petitioner and drau,n Learned counsel for the petitioner has vehementi], contended at even though survey has been conducted, the respondents have t fixed boundaries for the subject lands and it is the responsibilitv 'respondent No.4_Tahsildar to fix the boundaries in terms of the rules framed unrler the Telangana Survey and Boundaries Act, 1923. 6. There is no dispute that the Tahsildar is authorit5r for fixing the boundaries to the lands, the competent subject to the petitioner bearing necessary expenditure for the same

In view of the above and since it is stated that the adjacent pattadars are causing inconvenience and obstruction for fixing the boundaries ol the subject lands, this Court deems it appropriate to dispose of the writ petition directing respondent No.4-Tahsildar to I seek assistance of the concerned police, if there is a law and order problem, for hxation/ localisation of the subject lands intimating the proposed date of survey and in the event of such request being made by respondent No.4, the concerned Police shall extend necessary protection on the proposed date of survey for fixing the boundaries of the subject lands, in accordance with the Rules made under the provisions of Telangana Survey and Boundaries Act, 1923.
