This writ petition is filed declaring the action of the respondents in not considering the F_Line application, dated 1O.O7.2O24 submitted by the petitioner seeking for conducting survey and demarcation of the land to an extent of Ac.0_33 guntas in Sy.No.42SLu situated at Shivampet Village, Chowtakur Mandal, Sanga Reddy District, as legal, arbitrary and viorative of the Articles 14, 15, 2l and 3OO_A of the Constitution of India and for other appropriate reliefs. 2- It is stated that the petitioner is the pattadar and possessor of the agriculture land to an extent of Ac.O_33 guntas in Sy.No.42SLu situated at Shivampet Village, Chowtakur Mandal, Sanga Reddy District. It is further stated ihat the name of the petitioner was reflected in all the revenue records as pattadar and the revenue authorities also issued e_pattadar pass book bearing No.TO979O292241 under the provisions of the Telangana Rights in Land and Pattadar passbooks Act,2O2O. It is further stated that the petitioner has submitted F_Line application, dated, 7O.O2.2024 before the respondents, by paying requisite fee to conduct survey ofthe subject land and fix the boundaries. The grievance of the 2 petitioner is teat even after receiving the said F-Line tLpplication, the respondent authorities are not conducting survey and fixation of the bounda:-ies.
3. Considered the submissions of the learned counsel for the petitioner and learned Assistant Government Pleader for Revenue appearing for the respondents and with their consent this writ petition is disl>osed of at the admission stage.
4. Learned counsel for the petitioner has submil.l ed that in terms of the circular issued by the Commissioner, Survey, . Settlements and Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting necessary charges.
5. Sri L. Flavinder, learned Assistant Government Pleader for Revenue appe aring for the respondents has submitted that the responden.t authorities will consider the aforesaid F-Line applicatiorr s.ubmitted by the petitioner by following due procedure laid dowrL under law and conduct survey and demarcate the subject land by hxing boundaries.

It irs scttled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provir;ions of the Telangana Land Revenue Act, 1317 Fasli -t (Act No. VIII of l3l7 Fasti), the Telangana Survey and Boundaries Act, 7923, and tfte Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (held measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary hxation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.N 1 /654 3 / 99, dated 25.07 .2OO t, Rc.No.N 1 / 140 8 / OZ, dated, 13.07.2OO7, and Rc.No.N2/ 1Z4t/2OtO, dated I8.OS.2O1O stipulating the conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulfills all the of the said circular, it is an obligation for the respondents to conduct survey within the time specified in the said circulars conditions 7 . In view of the aforesaid discussion, this Court deems it appropriate to dispose of this writ petition directing the respondent authorities to examine the petitioner F_Line application, dated 1O.O7.2024 submitted for conducting survey and demarcation by fixing boundary stones to the petitioner land to an extent of I I 4 .i Ac.O-33 guntirs in Sy.No.425Lu situated at Shivampet Village, Chowtakur Mandal, Sanga Reddy District, and if the petitioner fulfills al1 the conditions mentioned in the circulars issued by the Commissioner, Survey, Settlements and Land Records 1r.om time to time, afl-er ssuing notices to all the persons interested and adjacent pattrrdars and after considering their objc<;tions, the respondent au thorities shall conduct survey of the afor,:said land, within a periorl of eight (8) weeks from the date of receip,t of a copy of this order.
