3. The petitioners are the farmers and they a-re eking out their tivelihood by cultivating their lands. It is stated that respondent Nos. I to 4 have taken a decision to establish palm Oil Processing plant and Oil palm Nursery, without obtaining necessary clearances from the Ministry of Environment, Forest and Industries, Government of India. The grievance of the petitioners is that if the Oil palm Nursery is allowed tcr establish, the ground water level within the vlctnity of the 2 viltage will be reduced and their bore wells from which they are drawing the water, would be sinked. However, the respondents vvithout taking into consideration al1 these factors and objections being raised by the petitioners as u'ell as other villagers, are proceeding with the establishment of Oil Palm Processing Plant uide File No.DCO lBl IALIE/OO49 12022 El SECTION - COI-L, dated 31 .O5.2022.

Prima facie, this Court is of the opinion that the petitioners havr: to make an application/ representation td the District Collector expressing their grievance with regard to the establishment of a-foresaid Oil Palm Processing Plant and Oil Palm Nursery In view of the above, this Writ Petition is disposed of by

5. permitting the petitioners to submit application / representation to the District Collector enclosing a1l the relevant documents. In the event of such an application/ representation being filed by the petitioners and other villagers, Lhe District Collector is directed to examine the same ald take appropriate action, within a periocl of tu'o (02) J weeks from the date of receipt of application/ representation strictly in accordance with law.
