Considered the submissions of learned counsel for the petitioners; Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for respondent Nos l to 4 ' and with their consent, this writ petition is disposed of at the admission stage' It is stated that one Veerappa, S/o Pawathalu' who is the 3. father of petitioner No.2 and father-in-law of petitioner No' 1' was the protected tenant of agricultural lands admeasuring Ac'2'36 gts in Sy.No.150, Ac. 15.17 gts in Sy'No 173, Ac'S'18 gts in Sy'No'174' 1 \ I I I i i I I l I I : 2 Ac.0.08 gts in Sy.No. 1 26, Ac.O.3Z gts in Sy.No. 1 92, and,Ac.2.14 gts in sy'No 193' totaling Ac.2z.1o gts, situated at chittapur Vilage, Manchal Mandal, Ranga Reddy District. The said lands were equally partitioned between sri veerappa and smt. Sathamma, with each being allotted Ac.13.50 guntas, as per the proceedings dated 18.12.2004 issued by the then Mandal Revenue Officer, Manchal Mandal, vide proc.No.A/ t4OZ l04 . While things stood thus, Veerappa passed away on 10.06.200g, and after his demise, his sons have been in possession and enjoyment of their respectivc shares. It is the case of the petitioners that taking advantage of their illiteracy, third parties are interfering with their possession and bying to grab their lands. It is further case o1.the petitioners that to safeguard their rights, they have submitted online application Lrearing No.24OOO6267 I dared 18 .OZ .2024 to the District Collector, Ranga Redcly District, requesting mutation of their names and issuance of pattadar passbooks in respect of lands admeasuring Ac.i.O7OO gts in Sy.No .193/1/ 1, Ac.0.O4O0 gts in Sy.No.i76li/ t2, Ac.2.28OO gts in Sy.No.1 74/1/4/S,Ac.7.28SO gts in Sy.No. 173 /1/2/4, Ac.i.1800 gts in Sy.No.is0/1/ 254 and, Ac'0'1850 gts in svNo lg2/1/2/4, total admeasuring Ac.13.50 gts. The grievance of the pefitioners is that even after receipt of the said application, tiil date, the respondent authorities are not considering the same. J

The learned counsel for the petitioners submitted that the application was Iiled through the Dharani portal on 18.02.2024 seeking mutation of their names in the revenue records and for issuance of pattadar passbooks, to enable the petitioners to peacefully enjoy their property and also avail benefits such as investment subsidies provided by the Government. However, the authorities have failed to take any action on the said application till date, causing hardship to the petitioners.

Per contra, iearned Assistant Government pleader for Revenue appearing for respondents has submitted that Telangana Rights in Land and Pattadar Passbooks Act,2O2O (for short .,the Act 9 of 2O2O"l has been repealed and replaced with Telangana Bhu Bharati (Record of Rights in Land) Act,2025 (for short ,,the Act 1 of 2025"1 and if the petitioner submits online application in the prescribed format in Bhu Bharati Web Portal and if the said application satishes all the requirements of the Act 7 of 2O2S and the Rules made thereunder, the respondent authorities will consider the same.

In view of the above submissions, this Court, deems it appropriate to dispose of this writ petition permitting the petitioner to make appropriate online application in the prescribed format in Bhu Bharati Web Portal, seeking mutation of their names in \ t i I I k 4 revenue records in respect of subject lands and for issuance of pattada-r passbooks. In the event of such application being made by the petitioners and if the petitioners complies with all the requirements under the provisions of the Act I of 2O2S and the Rules made thereunder, the respondent-authorities shall examine and consider the case of the petitioners. In any event, if the petitioners have not satished vrith the requirements of the Act 1 of 2025 and the Rules made thereunder, the respondent_authorities sha1l pass a reasoned order, in accordance with law and communicate the same to the petitioners. The entire exercise shall be completed within a period of three (03) months from thc date of receipt of the application. 7 With the above observations, this Writ petition is disposed of.
